A. CALL TO ORDER:
Dullea Reads Meeting Notice:
Pursuant to Governor Baker's March 12, 2020 Order Suspending Certain Provisions of the Open
Meeting Law, G.L. c. 30A, § 18, and the Governor's March 15, 2020 Order imposing strict limitation
on the number of people that may gather in one place, this meeting of the Beverly Airport Commission
will be conducted via remote participation to the greatest extent possible.
Specific information and general guidelines for remote participation by members of the public and /or
parties with a right and /or requirement to attend this meeting can be found on the City of Beverly's

No in- person attendance of members of the public will be permitted, but every effort will be made to
ensure that the public can adequately access the proceedings in real time, via technological means:

Public Comment
Mr. Mark Zuberek addressed the Commission and explained that he filed an Open Meeting Law
Violation against the Commission alleging that in his opinion, the Commission has not complied with
the Open Meeting Law since December of 2019. He noted that this includes the Massachusetts OML
and Governor Bakers Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A,
§ 18, and the Governor's March 15, 2020 Order imposing strict limitations on the number of people
that may gather in one place,
He also noted that he has researched the City of Beverly meeting notices and he has not found any
meeting notices except for the Planning Board. He also notes that he has not been able to find minutes
of meetings as well.
Dullea thanked Mr. Zuberek foe his comments.
Approval of Minutes
The approval of the minutes of the February 11, 2020 were presented for approval.
Trefrey moved to approve the minutes of the February 11, 2020 meeting. Dullea seconded the motion.
The motion carried.
The May meeting minutes of the Commission meeting held on May 11, 2020 were postponed until the
next meeting.
Airport Solutions Group, LLC — Craig Shuster
Craig Shuster updated the Commission on the following items
Airport Master Plan
The Master Plan project is underway with the data collection phase the primary focus
currently. The ASG team completed a drone survey for the approach of Runway on
Monday, November 4, 2019 with coordination and support from Airport Manager Gloria
Bouillon and Wes Rosen. ASG has send a request to Bouillon for historical airport data and
she is addressing that. ASG is also coordinating with Bouillon on the scheduling of future
Project Advisory Committee meetings.
Permitting for Fence
Shuster explained that have started the permitting process for the fence and explained that they
have been to the Beverly, Danvers and Wenham Conservation Commissions and explains
where they are in the process with each community. He notes that he expects to receive Orders
of Conditions from all of them soon.

4) Airport Master Plan: The first chapter, the Inventory, is available on the Airport's website. The FAA,
MasDOT, ASG and Jviat ion and I have held various meetings to discuss the Alternatives Chapter and
the progress and Chapters submitted tot he Commission. Due tot he restrictions from OOVID, we
postponed all public meeting dates and will be looking to reschedule. The public open house
involvement has been postponed until further notice; Jviat ion, ASG and I are looking a t dates f o r t he
open house meetingsto be held in each community; Danvers, Beverly and Wenham to review; the
Master Planning Process, the Inventory and Forecast, Facility Requirements and Alternatives and
Next Steps. The Commission will be invited to these meetingsto participate in one, and will be
updated in a separate meeting after the discussion with MassDOTand the FAA.

5) Conservation Commission /Airport Fence Permitting: Various meetings with Danvers, Wenham and
Beverly were held to discussthe removal and replacement of fencing, for the 2020 project. Ste
visitsoccurred last weekwith Beverly Conservation Commission, two more site visits will be
scheduled, one occurring for the Conservation Commission of Danverstomorrow evening.
6) 00VID - 19
Previous June Update: "Operations Status Update: March 12t ", order for Massachusetts and
Oty of Beverly to close all municipal buildings tot he public and all administrative positions to
work from home. Kim Crofts and I have been alternating working in the Administ rat ive
building. No public meetings, thought he 0ty of Beverly has been able to conduct several
Oty Council meetings under the same provisions of this meeting. The Oty has put a freeze on
most spending. Feld personnel are still maintain ingoperat ions and working from at the
Airport daily. Fortunately, our operating revenues were so strong this year, that we have
already marked the "break even" mark from last year's June 30th Fscal Year. We will be
receiving reimbursements through the FAA, through the CARESAct, of which, we have
received $69,000.00 for operating costsand other expenses. Airports/ aviation industry
organizations are working to rebuild the public confidence as states are opening and phasing
at different times. As Beverly is our Sponsor, we are closely following all guidelines and
requirements by the Mayor. Massachusetts phasing opening is expected to begin May 18t"
BVY's recovery on forecasted operations and revenues will be realized within the three to six
months. Our revenues will not be as negatively affected as our operations have been. When
we do open fully to the public, we have increased our cleaning expenses, supplies, signs and
will require all members of the public entering the building to wear masks, aswill all of BVY's
employees. Feld operations have and will continue normal operations and activity. Al of our
information is available on our website."
August 2020 OOVID Update: We have opened the building for badging purposesfor new customers,
tenants, pilotsand other airport businesses. No public meetingswill take place in the Administration
building until further notice. Most meetingswith the exception of site visits have been virtual, or
limited, one -on one, following CDQ FAA and municipal guidelines. Operations have normalized from the
four -month low and we are seeing a majority of businessand training operationson schedule in
comparison to last year.
7) Airport Construction Projects: The National Weather Service isworking with the FAAand ASGto
construct a road that will lead to theASOSsite from TaxywayAlpha. The Work will begin August 31't
and will last approximately five days. The runwayswill not be shut down during the duration of the
project. North AtlanticAir will also begin the paving of the overflow apron, asalready approved in a
prior Commission meeting. We are waiting FAAapproval and will commence construction after the
7460 determination issent back.
8) Capital Improvement Program We will be meeting with the FAA, MassDOTand Airport Solutions
Group next week to discuss the annual five -year Capital Improvement Program for the Airport. This
meeting will be related to the needs identified in the Airport Master Plan.

9) Noise Complaints have increased with an increase of people working from home. We are seeing this
nationwide- from other airportswith similar complaints. We have a noise report form online, and
reports have been coming in from all areas in the north shore, many of the complaints are not due
to our own aircraft based at BVY We have received 22 noise complaints since the June 2020.
10) (till in progress) Non - Aeronautical Land Use Development RFR Soott Dullea and I plan on discussing
this RFPdevelopment further with the Mayor within the next couple months aswe plan for OOVID
recovery.
11) (Still in progress) Appraisals: We are in the processes of receiving an appraisal for potential
aeronautical developments within the footprint of the Airport boundary.

Executive Session regarding Airport Property, pursuant to Massachusetts General Laws ch. 30A,
section 21(a)(3) (open meeting law exemption regarding discussing lease strategy when an open
meeting may have a detrimental effect on the bargaining position of the public body and the chair so
declares)
