BAC Minutes-Nov 18 2019-ClerkBeverly Airport Commission Minutes of Meeting November 18, 2019 LOCATION: Airport Administration Building, 50 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners: Breen, Trefry, Bessom, Gentile, Dullea, Henry, Schlichte OTHERS PRESENT. Gloria Bullion ABSENT.- None PUBLIC: Charlene Chase, Ace Chase, Wes Rosen, and John Messenger (NAA), Craig Schuster (ASG), Paul Beaulieu Aviar, Tony Bettencourt, David Graham RECORDER: Eileen Sacco A. CALL TO ORDER: Breen called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Public Comment Chase reported that he has not seen any deer on airport property in months. Approval of Minutes The approval of the minutes of the September and October were presented for approval. Henry moved to approve the minutes of the September and October meetings as amended. Dullea seconded the motion. The motion carried. 3. Airport Solutions Group, LLC — Crai2 Shuster Craig Shuster updated the Commission on the following items: Wildlife Hazard Assessment/Wildlife Hazard Assessment Plan Epsilon has completed the draft Wildlife Hazard Assessment. ASG has received the draft report and provided comments on the document. Epstein will update the report and will submit to the Airport Manager for review within the next two weeks. Comments from the airport manager will be incorporated into the report before sending it to the FAA and MassDOT for review and approval. Upon approval by the FAA/MassDOT, Epsilon will develop a Wildlife Management Plan specifically for BVY. Rehabilitation of Runway 16 -34 The final phase of the Rehabilitation of Runway 16 -34 has been completed. The final phase of work included the runway grooving and the final coat of pavement markings. The work was performed over consecutive nights from October 25 -28. The final steps remaining to close out the project includes the final inspection meeting with ASG, BVY, Brox, MassDOT, and the FAA. Preparation of the final reimbursement request and MassDOT /FAA final closeout documents for the airport. Airport Master Plan The Master Plan project is underway with the data collection phase the primary focus at this time. The ASG team completed a drone survey for the approach of Runway on Monday, November 4, 2019 with coordination and support from Airport Manager Gloria Bouillon and Wes Rosen. ASG has send a request to Bouillon for historical airport data and she is addressing that. ASG is also coordinating with Bouillon on the scheduling of future Project Advisory Committee meetings. Permitting for Perimeter Fence ASG prepared preliminary site plans for the proposed line layout and will be scheduling a meeting with Bouillon for feedback on the proposed fence line layout. ASG has reached out to the three Conservation Commissions for initial meetings but has not heard back. Runway 9 Obstruction Removal The FAA Project Readiness Form for a FY2020 AIP Grant for reimbursement for the Avigation Easement Acquisition has been submitted. The next step, once notified by FAA And MassDOT will be to submit the FAA and MassDOT grant applications. Miscellaneous ASG is assisting BVY with the preparation of the FAA Annual Project reporting forms for The open AIP projects and Annual DBE reporting documents. Chairman's Report Breen reported that the airport is $73,000 to the favorable in the budget which was favorably noticed by City Hall noting that the BAC has been conservatively spending. Trefry moved to approve the finance report. Dullea seconded the motion. The motion carried. Airport Managers Report Traffic Counts for August, September and October 2 Bouillon reported that the traffic count for October 2019 was 5,438 and the traffic count for September 2018 was 5,043 which is an increase of 395 Landing Fees Bouillon reported that landing fees for August 2019 were $13,579.55 Bouillon reported that the Landing fees for September 2019 were $11,264.92 Bouillon reported that the Landing fees for October 2019 were $12,169.89 Fuel Flowage Fees — August, September, and October Bouillon reported that Fuel Flowage fees for August 2019 were $7,428.70 Bouillon reported that the fuel flowage fees for September 2019 were $5,966.80 Bouillon reported that the fuel flowage fees for October 2019 were $8,495.50 Public Engagement Bouillon reported that Midwest Air Traffic Control Tower was recently named 2018 Facility of the Year by Midwest Air Traffic Control (ATC) Service Inc. The honor recognizes Beverly Regional Airport for its control towers exemplary service to the local aviation community, as well as the control tower's swift and efficient response to an incident at the airport in September of 2018 where a 17 year old student pilots plane malfunctioned, causing her to seek an emergency landing at the airport. The award, in part was also based on the airports record of safety with over 1,600,000 error free operations since 1997. Interviews Bouillon reported that she conducted an interview with a National Business Magazine, Business View. It will be an upcoming premier cover and article highlighting the airport and the capital improvements that have been done. Bouillon also reported that she conducted an interview with local radio MSONEWS featuring the airport and the businesses here. The interview will air tomorrow on November 19, 2019 Part -time Position Bouillon reported that they are adding another position which is still being processed by City Hall and cannot be advertised until the approval is granted. She notes that the position is in the budget. West Side Gate Closure Several members of the Commission met to see the gate improvements. She notes that there have been no issues with the gates reported nor have there been issues with it being open. She also notes that they are still receiving requests for new badges. North Atlantic Air Bouillon reported that they are executing and Addendum 45 to their master lease agreement, to increase the footprint of the parking apron. She noted that this is adding on to the existing overflow for parking. The increase will not create issues with the upcoming master plan. RFP for Administration Building Tenant Space and Building 45 Bouillon reported that there are interested parties and the RFP is on hold for the Administration Building. Bouillon reported that the RFP for the Non - Aeronautical Land Development is ongoing and the Commission will need to reissue the RFP for Building 45 once the rehab has been completed. Airport Master Plan Bouillon reported that the data collection for the master plan and inventory has begun. She also noted that there will be a report to the Commission in two months. She also reported that they will have to post a pilot and user survey on the website and deliver to the businesses as part of the data collection. Noise Control Bouillon reported that there was one noise complaint this month from Danvers. Historical Presentation by David Graham Breen suggested that the presentation by Mr. Graham be postponed until December to allow sufficient time for the presentation and to secure the equipment needed for the presentation OLD BUSINESS Zuberek Lawsuit Breen reported that the City of Beverly, The Beverly Airport Commission, Gloria Bouillon, And Mark Zuberek have resolved the lawsuit Mr. Zuberek brought against the City, the Commission, and Ms. Bouillon. The Commission has rescinded its no- trespass order against Mr. Zuberek and the parties have amicably resolved all issues between them. Annual Election of Officers Breen noted that the annual Election of Officers will be held at the December meeting. Sub - Committee Reports — There were no sub - committee reports this evening.
