2000-09-12City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: September 12, 2000 Place: Beverly Council on Aging, Conference Room Board members present: Frank Carbone, Jr., M.D, Norman Spector and Peter A. Hersee Board members absent: Others present: William Burke, Director of Public Health and Thomas Scully, Director of Community Services Recorder: Judith Balboni. The meeting was called to order at 7:30 a.m. The Board reviewed and accepted the minutes of Augnst 24, 2000 meeting. Mr. Burke discussed the new restaurant smoking regulations with the Board. He asked the Board how it wants to handle compliance checks now that the September 1st effective date for the new regulations has passed. Mr. Hersee felt the Board should do the monitoring in conjunction with the Tobacco Collaborative. Mr. Spector suggested Mr. Burke or someone from the Health Department stop by restaurants to see how things are going and if "No Smoking" signs are in place. Mr. Burke did say that any complaints received in his department would be investigated as any other. Two, one hundred dollar fines were issued to repeat violators of the recent Youth Access Tobacco Control check. Warning letters sent to first time violators The job description for a public health nurse was discussed and will be advertised next week. The description has a strong health education component built in while minimizing day to day school nursing. Mr. Burke informed the Board that a dead crow had been found in Prides Crossing and been sent for testing to see if it died of West Nile Virus. Beaches were discussed and Mr. Burke told the Board this was the last week of sampling this year. Sampling was being done this year on a weekly basis and although Independence Park had to be closed for one week and several others were closed for one day due to high bacteria levels, Mr. Burke felt that conditions were indeed better this year. He attributed it to the weekly testing. Dr. Carbone asked about private pool inspections and suggested that any violations and testing results be brought to the Board's attention. Mr. Burke suggested to the Board that regulations need to be developed for body-piercing and body art. Beverly doesn't have any tattoo or body-piercing shops right now but we have been receiving telephone inquiries. Board member Mr. Hersee suggested that Mr. Burke look into regulations of surrounding communities and any businesses they have specializing in body-piercing. The Board agreed to concentrate on getting something in place before a shop moves into the city. Mr. Burke informed the Board that plans are in the making for the annual flu clinic. A date will be set this week. The State has informed us that the vaccine will be limited and late arriving, therefore any clinics should be scheduled later in November. Old Business discussed .... 330 Hale St. Stop & Shop Laine Chase Beavers - Changes made by the legislature in the law governing the issues of beavers have now placed regulatory oversight to local Boards of Health The next scheduled meeting will be October 19, 2000 at the Council on Aging, Conference Room at 7:30 a.m. Meeting adjourned at 8:25 a.m. Respectfully submitted, Judith Balboni
