Meeting called to order at 7:30 a.m.
The Board reviewed and accepted the minutes of January 20, and January 26, 2000.
Mr. Burke and Mr. Scully informed the Board of their meeting with Superintendent Lupmi and
various School Department staff members regarding a Special Projects Tobacco Grant. The Grant
would be used to strengthen school tobacco policy and associated enforcement efforts. The
potential grant monies would be available for July 1, 2000.
Mr. Burke informed the Board of renovations to the Briscoe Middle School which are planned to
take place several years bom now and how it could affect the location and/or operation of the
Dental Clinic. Mr. Burke told the Board he would ask the School Department to involve the
Board during the planning process to avoid another interruption of dental services.
Mr. Spector inquired as to what vision and hearing services are provided to school children. Mr.
Burke gave a brief synopsis of the vision and heating screens provided by Mrs. LeClerc at St.
Mary's & St. John's. Mrs. LeClerc will provide more details at the next meeting.
Director's Update
Mr. Burke has begun collecting various Body-piercing Regulations; still waiting to receive some,
will forward to Board.
Although not selected for Office of Technical Assistance (OTA), Academic Pollution Prevention-
Learning from Experience (Apple Program), the training, on-site technical assistance and
compliance guidance is still available free of charge.
Mr. Burke is in the process of scheduling a meeting with Pat Goelhert, Program Director of the
North Shore Coastal Boards of Health Tobacco Control Program and Mr. Tim Flaherty of the
Youth Center to discuss possible Tobacco Control Education & Cessation Program which would
be beneficial to the Center's participants.
118-122 Rantoul Street. The finding of Unfitness for Human Habitation of the dwelling units at
this property have been lifted as of February 4, 2000. There are still outstanding code violations
which may require initiation of court action to obtain compliance.
Court case for Laine Chase, 63 Ober Street was postponed by the court to February 29, 2000.
The inspectional staff attended a MDPH Training at Tewksbury State Hospital on February 9,
2000. The training focussed on amendments to the Lead Paint Law and the Sanitary Code
Chapter pertaining to Recreational Camps for Children.
It is anticipated that there will be at least a 300% increase in the number of camps requiring
inspection and licensure from 1998. Proper inspection and licensing of these facilities places a
tremendous seasonal burden on thc inspectional staff due to other seasonal inspectional demands
(pools, beaches) and the short duration of operation (sometimes, 1 week). The Department will
schedule an informational seminar for camp operators to discuss regulatory requirements and
emphasize the ones that must begin prior to the start of Camp (i.e. Health Care Consultant,
Agreement, Immunization Requirements, Building & Fire Department Inspections, etc.) The
seminar will be scheduled sometime between the middle of April and beginning of May.
Extensive amendments to the Food Code are to become effective later this year. The amended
regulation will mirror or reference the Federal Model Food Code. Training for Board of Health
staffis scheduled for May, 2000.
An Oral/Dental Health Program will be presented to seniors at the Council on Aging by Ms.
Doherty on April 25, 2000.
