1969-06-02City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: June 2, 1969 Place: Board members present: A. Joseph Callaban, Jr., and Angelo R. Massa Board members absent: Dr. Jacob H. Fine, chair Others present: Thomas H. Scanlan, Director of Public Health, Richard Montoni, Code Enforcement Officer, Leo Panunzio, Milk and Food Inspector, Robert Russo, Plumbing Inspector, and Joseph W. Walsh, Jr., Sanitarian Recorder: Joseph W. Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING - JUNE 2. 1969 Meeting called to order at 6:00 p.m. Members present were to Angelo R. Massa and A. J. Callahan, Jr. Dr. Fine was unable to attend due to hospital commitments. Mr. Massa presided in his absence. The monthly bill schedules were approved and signed and the monthly reports were read and accepted from the Public Health Nurses, Sanitarian, Milk and Food Inspector and Plumbing Inspector. OLD BUSINESS Incinerator Mr. Walsh reported to the Board that Purity Save-Mor is not going to install an incinerator. They are going to go ahead on a compacting system, selling the packed paper and hauling away the rest of their rubbish via private truckers. Mr. Walsh also reported that Marshall's is still talking incineration and a letter containing the recommendations of Mr. Walter Smith of State Division of Sanitary Engineering was approved and will be sent to the Jarvis Incinerator Company, Inc. who are bidding on the installation. A copy of this letter is on file in the Board of Health. Kelleher's Pond Mr. Walsh reported on the latest samples taken from Kelleher's Pond and adjacent brook. They still are low in bacteria count, but the water is still brown colored. A letter from the Board of Aldermen was read requesting a meeting with the Board of Health on Thursday, June 5, 1969 at 7:30 p.m. to discuss the pond situation. The Board voted to meet with the Aldermen on that date. Mayor James A. Vitale attendedl the Board meeting and informed the Board of Health that he was requesting an appropriation of $20,000.00 at tonight's meeting, (6/2/69) of the Board of Aldermen to get started on the Kelleher Pond problem. 858 Hale Street Mr. & Mrs. Calvin Williams met with the Board to discuss their sewerage disposal problems at 858 Hale Street. This is a longstanding controversy between Mr. Williams and his neighbor, Mr. Davis. After a long discussion, Mr. Callahan volunteered to act as an intermediary and try to get the parties involved to share the expense of connecting to the sewer line. NEW BUSINESS 77 - 77 ½ Cabot Street It was voted by the Board of Health, on a motion made and seconded, to have the Director write a letter to the owners of the property at 77 - 77 ½ Cabot Street, ordering them to abate the nuisance caused by their failure to fill in the excavation that has existed since the building was razed by fire over a year ago. The Board feels that this excavation is an eyesore, a haven for rats, etc., and a potential accident hazard to people in the area. In fact, one child has already fallen into the excavation and broken a leg. It was voted to send a similar letter to Mr. Charles Tersolo, owner of a burned shed opposite the North Beverly B & M Station. Diphtheria-Tetanus Clinic As a result of the make-up days in the public school year due to last winter's snow storms, the 5th Grade Diphtheria-Tetanus Clinic was postponed indefinitely. A new date has not been set and probably will not be until the fall. In the meantime, the State Department of Public Health is of the opinion that the tetanus shots should be spread out over a longer period of time.
