Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING - May 5, 1969 Meeting called to order at 6:00 p.m. Members present were Dr. Jacob Fine, Chairman; Angelo Massa and A. J. Callahan. Also present were Mr. Russo, Mr. Walsh, Mr. Montoni and Mr. Scanlan. The bill schedules were approved and signed. The monthly reports of Mr. Walsh, Mr. Montoni, Mr. Russo, Mr. Panunzio, and the Public Health Nurses were read and accepted. OLD BUSINESS Clerk Typist (see April 1969 minutes) The Board discussed the appointment of a permanent clerk-typist, and the Director's suggestion of taking the top available name for the position was approved. Kelleher Pond (See minutes September 1968) The Board read a letter from J. J. Kelleher regarding pollution of his pond and from drainage from the City Sanitary landfill. Samples have been taken and are being analyzed at the Essex Aggie laboratory. The Director was instructed to send letters to the Board of Aldermen asking for a conference with the appropriate committee of the Aldermen for the purpose of discussing the recommendations contained in the report submitted by Camp, Dresser, and McKee, especially as they apply to the present dump site. Incinerator (see minutes April 1969) The Board discussed a letter received from Northeast Burn-Zol Corporation in which they agreed to the structural changes talked about at the April meeting of the Board of Health. In their letter, the Burn-Zol Corporation, who are bidding on the incinerator installation at the Purity Supreme Market on Enon Street stated that the burning hour schedules were not acceptable to either Purity Supreme Market or Marshall's Department Store (who are also considering the same type of incineration). The Board feels that their burning schedule 8:00 p.m. - 11:00 a.m. and from 2:00 - 4:00 p.m. is reasonable and allows burning seventeen out of the twenty-four hours. They also feel that in view of the fact that all of our permits are renewable on January 1st of each year that this rule of yearly renewals is also fair to all concerned. It is understood that Burn-Zol is going to submit an adjusted plan of the incinerator showing the change in location of the feed throat and ash throat, resulting in a 90 degree tum. An outside charging door and platform will eliminate any traffic problem inside the building in the lavatory area. As soon as the new plan is received and approved by the State Department of Public Health the Board feels that they can go along with approval of the Building Inspector on this permit. Mr. Jennings and Mr. White of Jarvis Incinerator Company came to the meeting. They are also bidding on the same projects for Purity Supreme and Marshall' s and were seeking more information as to the Board of Health's requirements. Mr. Walsh briefed the gentlemen and is going to have another meeting with them later. NEW BUSINESS School Dentist The School Dentist exam was discussed. The Board has received a letter from Civil Service stating that there were no applicants for the exam scheduled for April 19, 1969. Civil Service wanted to know if they should schedule another exam for this position and open it to residents of the State as well as Beverly. The present time, this position is being filled on a permanent-intermittent basis in a satisfactory manner due to the civic-minded attitude of several local dentists who fill in on their days off The Board instructed the Director to contact Civil Service and suggest that the exam be canceled. 858 Hale Street The Board discussed a complaint from Mr. James D. David, 858 Hale Street Beverly Farms regarding an overflowing cesspool on his property that should be maintained by Mr. Calvin Williams who has an easement to go across his property to a cesspool on the Davis property. The latest nuisance has just been abated, however, the Board feels that in view of the fact that this complaint seems to be periodic, the Board instructed Mr. Scanlan to send a letter to Mr. Williams stating that if there was another recurrence of this nuisance caused by the overflowing his cesspool that he would be ordered by the Board of Health to tie into the sewer forthwith, under Chapter 83 of the General Laws of the Commonwealth of Massachusetts. Air Pollution Districts The new State Air Pollution Districts were discussed by the Board. Beverly will definitely be in one of these districts by the end of 1969 and will be working under a state uniform set of minimum standards. Crescent Avenue A complaint against the keeping of three hens by Mrs. Friberg of Crescent Avenue was discussed. Letters were sent to about eight abutters asking if they would register their approval or disapproval, in writing, as abutters to the granting of a permit to keep hens. We received one letter in favor and one letter against. The rest of the abutters did not answer. Mr. Callahan was opposed to the granting of the permit if only one abutter was against it. Mr. Massa suggested that Mrs. Friberg move her coop further away from the abutter who is complaining and see if this satisfies all parties concerned. The grounds are clean, well kept and more than 25 feet minimum distance required from any house, in fact, over 50 feet. In the meantime, it was decided not to issue the permit at this time and to see what happens between now and the June 2nd meeting. 16 Aubum Road A complaint regarding the raising of pheasants from Mr. Davidson of 16 Auburn Road was discussed. A Mr. DiPaolo of Bradford Road is raising pheasants for breeding purposes and has a permit from the State Conservation Department to do so. The place appears clean; they are fed grain and lettuce (no garbage). Mr. DiPaolo is building a new coop made of cement blocks about two lots further away from 16 Auburn Road. The building inspector is going to check the property in order to ascertain whether it conforms to zoning laws. Meeting adjourned at 8:45 p.m. Respectfully submitted, FOR: Thomas H.
