White Board members absent: Others present: Catherine Von Sonnenberg, League of Women Voters Recorder: Barbara Smith Regular Meeting Board of Trustees - Beverly Public Library February 20, 1981 Roll Call of Members: Present were: Neil B. Olson, Mary K. Connors, Dr. Edna MeGlynn, Lester Ayers, Kay Fanning, Nancy White, Richard Buckley, Jack Coogan and Roger Moreney. Also present were: Esther Calish, Barbara Smith and Catherine van Sonnenberg from the League of Women Voters. The following documents were distributed: January financial report, January statistics, final budget, copy of letter to the Mayor regarding fuel crisis and options for covering fuel bills for remainder of year. Minutes were accepted as presented. Motion was made by Mr. Coogan and seconded by Ms. White. Motion carried. Mr. Olson introduced and welcomed the new trustee, Roger Morency. Committee Reports: 1251h Anniversary Committee: A meeting of this committee had been held just previous to the Board meeting. Ms. White reported that the date for the Trustees reception for the Friends, staff and volunteers would be Sunday, April 5 at 6 p.m. There would be champagne punch and a buffet to which spouses would also be invited. Plaques would be awarded to the Friends and the staff and certificates to the volunteers. Ms. White would try to arrange for another performance of the Broken Consort who performed for the Bookworm's Ball. Mr. Coogan said that he and his company would donate the money for the champagne punch. Motion was made by Mr. Coogan and seconded by Mr. Ayers to allocate up to $300 from trust funds to finance this event of the 1251h Anniversary Celebration honoring Friends, staff and volunteers. Motion carded. Mrs. Calish reported that the Sports Weekend had been successful in several ways. The highlight was the panel of old-time Beverly sports celebrities which took place on Saturday afternoon. That weekend was also a record-breaking one in terms of attendance and reference questions asked. She also stated that she is cutting back on the scope of her original plans. At the next meeting, she would like to talk about the closing event which would take place on September 20 (Sunday), the actual 1251h anniversary. She reminded the Trustees about the month-long exhibit in March of the Guild of Beverly Artists and their opening day reception on Sunday, March 1. She also asked them to set aside Sunday, April 26 at 7 p.m. when the awards for the Fine Arts Competition will be given at the Montserrat School of Art. The $1000 in prizes donated by the Beverly banks will be awarded at that time. Administration: No report. Personnel: The Board went into executive session to discuss the Settlement Memorandum (appended) which had been mailed to each of them. Nancy White moved the acceptance of the Settlement Memorandum by the Board. Seconded by Mr. Coogan. Considerable discussion ensued after which Ms. White and Mr. Coogan withdrew their motion. Returning to open session, it was moved by Mr. Coogan and seconded by Mr. Buckley that the Settlement Memorandum be referred back to the Personnel Committee which should confer with Alan Kaplan on the background for the proposals presented and to answer the questions raised: 1. Why there had been a change in the form used for personal day leave; and 2. What were the items which had been negotiated. Motion carded. Finance: Mrs. Calish reported that as of February 11, we had a balance of$2,011 in the fuel account for Main and -$123 for the Farms. Since then another delivery had been made at Main Library which brings the account to $1,562. She has asked the Mayor to transfer the funds from the items which have already been cut from the budget but this will not be enough to cover the rest of the year. The consensus of the Board was to continue discussion of this at the March meeting. Report of the Librarian: Mrs. Calish stated that one of the indirect effects of 2 ½ was the cancellation of the children's craft classes held in the library on Tuesdays. During National Library Week, the events will be: April 5 - a family program with Ned Delaney, children's author and illustrator April 6 - Linda Harris April 7 - the Jayeees sponsored talk by Dan Foley, well-known horticulturist April 12 - Rabbi G-rollman (rescheduled from January) The Youth Services Department reports between 150 and 200 children enrolled in the pre-season Baseball Reading Club, many of them boys who do not ordinarily participate. Communications: Mrs. Calish had received letters from Spike Brown and Endicott College expressing their enjoyment in participating in the oral history project. Since Easter and the beginning of Passover occur on Sunday, April 19, Mrs. Calish asked for permission to close the library. Granted by consensus. At this point, Mr. Olson surrendered the chair to Lester Ayers for the purpose of electing a chairman for 1981. Jack Coogan entered a nomination, seconded by Mary Connots, for Mr. Olson to continue as chairman. It was moved by Mr. Buckley and seconded by Dr. MeGlynn that nominations be closed. Mr. Olson was elected by acclamation. Upon motion of Mary Connors, Nancy White was nominated for the position of Secretary. Ms. White respectfully declined. It was then moved by Dr. MeGlynn and seconded by Mrs. Fanning that Roger Moreno be nominated for the position of Secretary. Motion was made to close the nominations by Mr. Coogan and seconded by Mr. BuckIcy. Mr. Moreno was elected by acclamation. Mr. Olson resumed the chair of the meeting. He asked that all members continue in their committee assigmnents and that Mr. Moreno assume those held by Mrs. Morency. They are as follows: Finance - John Coogan, Chairperson; Lester Ayers, Dr. Edna McGlynn, Mary Connors. Personnel - Mary Connors, Chairperson; Richard BuckIcy, Roger Morency. Administration - Neil Olson, Chairperson, Nancy White, Kay Fanning, Richard Buckley. Upon motion of Mr. Coogan, seconded by Mr. Ayers, the meeting adjourned at 9:30 p.m. The next regular meeting will be Thursday, March 26, 1981 at 7:45 p.m. Barbara Smith Recorder February 10, 1981. The language is not intended as exact contract language, but rather, as noted, as a summary. Items in the prior collective bargaining agreement which are not amended or modified by the changes below shall remain the same, except for housekeeping changes (dates, etc.). (1) Wages: 7/1/80 5% 1/1/81 2% 7/1/81 5% 1/!/82 2% (2) Term: two years 7/1/80 6/30/82 (3) Christmas Eve and New Years Eve: Employees shall not be required to work past 4:00 p.m. on Christmas Eve and New Years Eve. Said time off shall. not be paid, however, but. shall be scheduled at other times in the discretion of the Library Director. (4) Thanksgiving Eve: Employees shall not be required to work past 6:00 p.m. on Thanksgiving Eve.
