Presiding: John Coogan Present: Miss Connors, Mr. Coogan, Mrs. Fanning, Mrs. Morency, Mr. Pohotsky, Mr. Olson (arrived at 8:20 P.M.) Motion made by Mrs. Fanning and seconded by Mr. Pohotsky to accept minutes of the regular meeting of April 19, 1979 as presented. Committee Reports - There were none. New proposed Table of Organization was presented. Old Business: Book Selection and Library Service Policy is finished. It will be reviewed with Dr. MeGlynn and Mrs. Vitale when they return from their vacations. Theft Detection System was discussed. Two CETA personnel did a complete inventory of the 600's and 700's. Of the 12,738 books in these two areas, they found 1,790 were missing, or about 14 ½ % These books had not been charged out; they simply were not on the shelf. The Librarian recommended that we plan on getting a security system. Cost of total system plus installation would cost about $20,000. This money could come from Trust Funds income and from the sale of Audubon and other books by the Friends of the Library. As an interim measure, Mr. Pohotsky suggested that a bell warning alarm system be installed on the back entrance to the Main Library. Librarian was instructed to contact the Chief of the Fire Department and get all the information on this system. Motion made and seconded it was VOTED: That arrangements be made to secure the rear door exit so as to help cut down on pilferage, and that appropriate funds be allocated from Trust Funds income to pay for same. Burglar alarm for Farms Branch was discussed. Cost will be $995. Motion made by Mrs. Fanning and seconded by Mr. Olson it was VOTED: That we purchase a burglar alarm system for the Farms Branch. New Business: Job description for the Assistant Director's position was discussed. Motion made by Mr. Pohotsky and seconded by Mrs. Morency it was VOTED: That procedures be started to fill the upcoming vacancy of the Assistant Director's position. Mr. Pohotsky raised the question about the Staff Manual. Librarian stated that she and Mrs. Scully will work on the preparation of the Manual and plan to have it ready by September. Mr. Pohotsky stated that Personnel Committee will assist with their input. Mrs. Calish and Mrs. Scully will meet with the Personnel Committee after the draft is completed by the end of July. Mr. Alan Kaplan, city negotiator, is to be contacted and arrangements made to have him discuss this to be sure that management's fights are protected. Librarian's Report: We will take part in Chamber of Commerce Sidewalk Bazaar on June 22. Bookmobile will be on Cabot Street all day, June 22, in front of First Baptist Church. We will participate in Homecoming Week in August. Faxms Branch will have a fair, August 6. Bookmobile program for the elde~y at Lynch Park during Homecoming Week (Thursday, August 9). Mr. Coogan asked about the Bookmobile and its service. Service is increasing. The Bookmobile needs 2 tires and some repairs, which are going to be taken care of very shortly by the Public Works mechanics. Librarian mentioned that the Library will be 125 years old on September 18, 1980, and suggested that some appropriate program be planned to celebrate this anniversary. Librarian informed Board that Dog Tax balance will be used for: Microfilm Reader Card Catalog for genealogy collection 1 new desk chair Repairing 1 desk chair Mrs. Calish and three staff members attended Massachusetts Library Association conference in Sturbridge earlier this week. She commented about the successful procedures Judge Kramer of Quincy District Court had instituted for going after delinquent borrowers. Mrs. Calish has spoken to Mr. Ricci, the City Solicitor about possibility of doing this for Beve~y. He suggested that she contact Judge Zoll. The ConIcy, Vagos "20 year Analysis of City Budget, May 9, 1979" was presented and discussed. Communications: Letter from Clerk of Committees stating that review of Library's 1979/80 budget will be held on May 22, 1979 at 9 P.M. at City Hall. Mr. Pohotsky, Miss Connors, Mr. Olson and Mrs. Morency will be present. Letter from Tom Scully, Director of the Peabody Institute Library in Peabody, inviting the Trustees to attend a meeting on June 4, 1979 at the Peabody Library on the computer situation. Mrs. Calish and Mr. Pohotsky and Miss Connors will attend. Any other Trustees who are interested may attend, also. Letter from the Farms Branch Friends of the Library stating their concern that the loss of Mr. Rudden, their custodian, may result in cutting Tuesday night hours. They do not wish to have any further cuts in the number of hours they are open; nor do they want only one person working in the Branch alone on Tuesday evenings. Mrs. Calish stated that custodians at Main Library are now working out a new schedule and a custodian will be assigned from 6-9 P.M. on Tuesday to the Farms. We have received "thank-you" notes from the Beverly Hospital and the North Shore Community College Creative Aging Class. Librarian presented Division Heads' reports. Motion made by Mr. Coogan and seconded by Mrs. Morency to adjourn. Adjourned at 9:05 P.M. Esther Calish Clerk
