BOARD OF HEALTH - MONTHLY MEETING - OCTOBER 6, 1969
Meeting called to order at 6:15 p.m. Members present were Angelo R. Massa and A. J. Callahan, Jr.
Dr. Fine unable to attend the meeting due to a prior commitment. Also present were Robert Russo,
Leo Panunzio, Joseph Walsh, Richard Montoni, and Thomas Scanlan.
The minutes of the September 8, 1969 meeting were read and approved. The schedules were signed
by the Board members.
The monthly reports were submitted by the Plumbing Inspector, Sanitarian, Milk and Food Inspector,
Public Health Nurses, and Code Enforcement Inspector and were read and accepted.
OLD BUSINESS
16 Bennett Street
There are no new developments regarding 16 Bennett Street; the house is still vacant.
Star Market
Star Market has installed a secondary gas burner on their incinerator (approved by the State
Department of Public Health.)
Children's Immunizations
It was reported to the Board that no date has been set for the Mumps Clinic or the Tine Testing.
Code Enforcement Inspector
It was reported to the Board that a list will be sent to them from Civil Service on October 9, 1969.
The Board to hold a special meeting to appoint a permanent inspector.
NEW BUSINESS
Mental Health Meeting
Mr. Scanlan reported to the Board that he had met with Mr. Golding and Mr. Scanlan requested that
they submit a report as to how the Beverly tax dollar is distributed in order that he can speak
intelligently before the Aldermen at budget time.
Milk
The Director reported to the Board that the School Department was experiencing a problem of sour
milk at two Junior High Schools starting on September 12, 1969 through September 24, 1969. The
distributor is Blue Ribbon Dairy, Bedford, Massachusetts; local agent James Proctor, New Balch
Street, Beverly. The laboratory analysis revealed sporadic cases of sour milk, but as of September 25
through October 6, no new cases were reported to this office.
The Board of Health wants the Cafeteria Director to be instructed that he inform this department
when he has any problems regarding food or food products to be served the students.
85 Elliott Street
The Board voted to sustain Mr. Walsh's order to stop burning in an improper incinerator owned by
Mr. Cecil Weinstein after a letter from the fire Chief was read requesting the permit be denied.
Dilapidated Homes
The Board of Health instructed Mr. Montoni to obtain court orders for the following dwellings to
be either rehabilitated or demolished:
4 Blaine Avenue
7 Stone Street
47 Bartlett Street
25 ½ Vestry Street
11 Central Court
33 Home Street
9 Mill Street
19 Simon Street
47 Simon Street
29 Simon Street
18 Wellman Street
** 8 May Street
**Before obtaining a court order on 8 May Street it is to be re-inspected to see if any progress has
been made by the new owner.
M.P.H.A. Conference
Mr. Scanlan reported to the Board that he will attend the M.P.H.A. Conference in Lenox,
Massachusetts with other area health officials.
The Board voted that Mr. Walsh is to act as Director in Mr. Scanlan's absence.
