BOARD OF HEALTH - MONTHLY MEETING - SEPTEMBER 8, 1969
Meeting called to order at 6:15 p.m. Members present were Angelo R, Massa and A. J. Callahan, Jr.
Dr. Fine was unable to attend due to Beverly Hospital commitment. Also present were Robert Russo,
Leo Panunzio, Joseph Walsh, Richard Montoni, Thomas Scanlan and Mr. Dorfsman of the Beverly
Times.
The reading of the minutes of the August 4th meeting were approved. The schedules were signed by
the Board members. Reports were submitted by the Plumbing Inspector, Sanitarian, Food and Milk
Inspector, Public Health Nurses, Code Enforcement Inspector, read and approved.
OLD BUSINESS
16 Bennett Street
There were no new developments to report, the Board is still waiting the final approval from
inspectors before giving Mr. & Mrs. Sawyer permission to move back into the building.
Incinerator
Marshall's and Purity incinerators are still in the talking stage although the Board of Health has
O.K.'d the plans for the incinerators. It is possible that the cost of the incinerators may be a factor in
deciding whether they go in for an incinerator or some other form of rubbish disposal.
Star Market has agreed to bring their incinerator up-to-date.
Pollution
The Board of Health read and approved the report of progress on the Harbor Pollution problem.
Ocean Street Convalescent Home
The Ocean Street Convalescent Home, 30 Ocean Street, Beverly was approve for a license by
Walsh and the license was signed by the Board members.
Garbage Collection
Mr. Seaalan reported to the Board on the garbage collection situation. Letters were sent to all three
contractors asking if they were conforming to the two collections per week contract. All replied that
they are but also gave various reasons why there might be delays in some parts of the city. The
reasons were varied and rambling. However, collections have been better since we sent them letters
by certified mail.
Mr. Scantan also reported that he had sent a letter to Mr. Doane, 204 Brimbat Avenue, thanking him
for his letter of complaint and assuring him that efforts are being made to assure better collections
from the contractors.
NEW BUSINESS
Mr. Scatalan reported to the Board that the school dental program (Crest Program) will be continued
in the third grade by Mrs. Rackliffe this year.
Flu Clinic
Mr. Scardan reported to the Board that he has ordered 400 Asian Flu shots for the City Employees'
clinic.
Children's Programs
Plans are going ahead for the Mumps Immunization Program as recommended by the Board of Health
at their last meeting. This clinic will take in eligible children from kindergarten through grade 7. The
Board of Health did grades 7, 8, and 9 last year, with 340 pupils taking advantage of the program.
Dr. Gemmellaro has suggested that the Tine testing program, Grades 1-9 be done before the start of
the Mumps Immunization Program as there should be a time lapse of six weeks between the two
clinics.
It was also reported to the Board that German Measles Vaccine has been licensed since 6/9/69. The
objective this year is to immunize children in kindergarten through grade 3. Grades 4 through Junior
High are not to be included in the State provided vaccine program until the lower grades are covered
and unless additional supplies of vaccine become available.
The Board voted to continue the newborn home visit program for the year July 1, 1969 -June 30,
1970.
Masseurs' Licenses
Mr. Scardan reported to the Board that he issued two masseur's licenses (both female) who work out
of a beauty parlor at 127 Bridge Street. Both presented credentials and diplomas as to their
qualifications,
Gloucester Crossing
The Board discussed the situation at the Gloucester Crossing area and agreed that the Board of
Health is up-to-date on conditions in the area, newspaper reports to the contrary. Mr. Scanlan told
the Board that this was essentially the same conclusion arrived at at 4:00 p.m. in the afternoon in the
Mayor's Office at a press conference that included Police, Fire, Health and Building Department
personnel.
