BOARD OF HEALTH - MONTHLY MEETING - AUGUST 4, 1969
Meeting called to order at 6:00 p.m. Members present were Dr. Fine, Angelo R. Massa and A. J.
Callahan, Jr. Also attending were Mr. Scanlan, Mr. Walsh, Mr. Panunzio, and Mr. Montoni.
Dr. Fine moved that the minutes of the last meeting be read. This was done and they were approved
as read.
OLD BUSINESS
16 Bennett Street
Mr. Walsh's letter regarding the status of 16 Bennett Street, Beverly was read by the Board. Mrs.
Lowell E. Sawyer, owner, appeared before the Board requesting occupancy of her apartment
immediately.
The Board advised Mrs. Sawyer that all recommendations of the inspectors must be fulfilled before
she can occupy any of the four apartments.
Incinerator
No progress was reported to the Board this month. The Board is now awaiting a confirmation letter
from Mr. Walter Smith of the Massachusetts Department of Public Health.
Purity Supreme and Marshall' s are now connected to the city sewer system as reported by Mr. Russo.
246 Essex Street
The Board read a letter from Mr. Montoni requesting disposition of Board regarding 246 Essex
Street. The Board stated that the work will be done before the time allotted expires.
NEW BUSINESS
Latulip Septic System
Robert Russo, Plumbing Inspector, reported that this system has been installed correctly.
21 Herrick Street
The Board read a letter from Mr. Walsh regarding the condition of the third floor apartment of Mr.
& Mrs. Norman Blanchard, 21 Herrick St., Beverly and the proper care to be given their two boys
approximately 10 and 12 years.
The Board voted to have Mr. Scanlan and Mr. Walsh meet with the police chief for the proper
procedure necessary in handling this case.
Pollution
The Board of Health read a letter from Mr. Walsh on the pollution problem along the water front.
Carlman Marina should be sent a letter requesting them to provide men's and women's facilities to
help alleviate this problem. The Board of Health requested that copies of all correspondence be sent
to the Chairman of the Water Front Advisory Committee.
Mumps Immunization Program
Dr. Fine read a letter from the Massachusetts Department of Public Health regarding Mumps
Immunization Program, and it was signed by Dr. Fine, President of the Massachusetts Medical
Association; Dr. Frechette, State Commissioner of Public Health; and Dr. Fiumara, Director of the
Division of Communicable Diseases.
Dr. Fine advised the Board to go by recommendations of the letter and conduct a mumps program.
The Board unanimously voted to conduct the mumps clinic as described in the letter.
Flu Clinic
The Board of Health on a motion duly made and seconded unanimously voted continue the flu clinic
for 1969. Mr. Scanlan to order vaccine necessary.
Garbage Collection
The Board read a letter from Mr. Doane regarding the poor service from the garbage contractors in
the City of Beverly. He stated that we are paying for two (2) collections a week and are not receiving
them. The Board instructed Mr. Scanlan to contact all three contractors to find out why only one
collection a week is being made. The Board felt that a reply should be sent to Mr. Doane.
Monthly Reports
Monthly reports of the Code Enforcement Officer, Sanitarian, Milk and Food Inspector, and Nurses
were accepted as read.
Cloyde Sub Shop
The Board voted not to allow Cloyde Sub Shop, Elliott Street to expand their menu until all
requirements of Article 10 of the State Sanitary Code have been complied with.
Meeting adjourned at 8:00 p.m.
