1969-12-01City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: December 1, 1969 Place: Board members present: Dr. Jacob H. Fine, chair, A. Joseph Callahan, Jr., and Angelo R. Massa Board members absent: Others present: Thomas H. Scanlan, Director of Public Health, Richard Montoni, Code Enforcement Officer, Leo Panunzio, Milk and Food Inspector, Robert Russo, Plumbing Inspector, Alfred Semple, Code Enforcement Officer, and Joseph W. Walsh, Jr., Sanitarian Recorder: Joseph W. Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING - DECEMBER 1, 1969 Meeting called to order at 6:10 p.m. Members present were to Angelo Massa and A. J. Callahan, Jr. Dr. Fine was absent (attending conference in Denver, Colorado). Also attending were Thomas Scanlan, Joseph Walsh, Leo Panunzio, Robert Russo, Richard Montoni, and Alfred Semple. The Board approved the minutes of the November 3, 1969 meeting as read. The Schedules were read and signed by the members, and the monthly reports of the various staff members were read as submitted. OLD BUSINESS Garbage Collection The Board was informed of poor garbage collections from two of the three companies contracted to collect in Beverly. A survey of the complaints received by this office from October 1, 1969 to December 2, 1969 revealed that Lawler had 126 complaints, Ferrara had 40, and Teixeira had 6. The Board requested Mr. Scanlan to send Mr. Lawler a letter appraising him of his poor performance, and notifying him that if it continues he will have to appear before the Board of Health at the January meeting explaining his poor performance and to find out if he can fulfill his contract for the remainder of said contract. NEW BUSINESS Environmental Health Course After discussion, the Board of Health agreed to pay for Mr. Walsh's Environmental Health Course at the North Shore Community College as requested in a letter to the Board in September. Budget After considerable discussion the Board recommended the following budget items: Clerk Typist Dental Hygienist Principal Clerk Public Health Nurses (2) Code Enforcement Insp. (2) Milk & Food Inspector Sanitarian Plumbing Inspector Grade 4 to Grade 6 " 7 " 8 " 9 " 12 " 12 " 16 " 15 " 16 1,200.00 " 16 " 17 1,200.00 " 16 " 17 1,200.00 " 16 " 17 1,200.00 Director of Public Health " 19 " 21 1,200.00 Dentist " 19 " 20 The above-mentioned recommendations were arrived at at a special Board meeting on November 25, 1969.
