1977-02-17 City of Beverly, Massachusetts Public Meeting Minutes Board: Library Trustees Subcommittee: Date: 02/17/1977 Place: Beverly Public Library Board members present: John R. Coogan, Lester C. Ayers, Katherine L. Fanning, Douglas L. Henderson, Oleg M. Pohotsky, and Beatrice R. Vitale Board members absent: Diane M. Isenberg, Caleb Loring III, and Frances M. Moran Others present: Recorder: Eleanor M. Scully Beverly Public Library Board of Trustees Regular Meeting Thursday, February 17, 1977 7:30 p.m. Present: Mr. Coogan, presiding; Mr. Pohotsky, Mrs. Vitale, Mr. Ayers, Mrs. Fanning and Mr. Henderson. Mr. Coogan welcomed new board member, Mr. Douglas Henderson. Minutes of the January 20, 1977, meeting were approved. Mr. Coogan was unanimously elected President of the Board of Trustees for 1977. Mrs. Vitale was unanimously elected Secretary. Committee Reports: Committee on Administration: No report. Committee on Finance: Mr. Coogan reported on meeting with Mayor Vitale to go over 1977/78 FY budget. Mayor has deleted from: Salaries Clerk-typist position 3 pages were cut from our request Total approved for salaries - $295,299.63 Maintenance Total approved $94,950 and promised to give us State Aid money. Equipment Typewriters deleted Snowblower $700 approved Lawn mower $200 approved Fire alarm system - deleted Storm windows (requested 13) approved for 7 windows - $1,500 Bookmobile - deleted Librarians report: Circulation - Second week of keeping tally of non-resident borrowing for Mass. Bureau of Library Extension (Jan 31 -Feb. 6) showed 111 books borrowed at Main Library, 30 from Farms. Reference - Report of Mr. Dugan's attendance at American Library Association meeting in Washington, D.C. , on deaf services. Trouble with teenagers ( 12-17) using library as a hangout. Farm - Teenage boys causing discipline problems. Report on L.S.C.A. grant ($10,000) for Special Children received last July, Children's Dept. - March reading club will have St. Patrick as them. Winners to receive paperbacks. Audio-visual - Record albums being inventoried and recatalogued. Two garden seminars conducted with Steve Boger. Plans begun for working with Reference Dept. on videotape programs for deaf community working with NSCC A/V department and using much of their equipment. Old Business - None New Business - 1977/78 FY Program Budget discussed and approved. Discussion of ideas for expenditure of $14,380.50 State Aid received in December, 1976. Draperies for Adult Reading Room and Children's Room, need for new record bins, and new shelving for periodicals. Mrs. Scully mentioned possible need of additional money in Periodicals account. This matter to be discussed further at next meeting. Annual Report for 1975-76 approved. Mr. Pohotsky reported on final presentation by students from Boston Architectural Center on January 27, 1977. Three presentations for proposed renovations were: 1. Basically modifying and rearranging first and second floors. 2. Substantial change in main floor. 3. Involved changing first floor and floor oftraftic. Mr. Coogan instructed Mrs. Scully to get expenses, reports and copies of lay-outs from them. Request from Mr. Zukroff, Audio-Visual librarian, for approval for making stickers for use by personnel on their cars in our parking lot. Approval granted. Letter from Mr. Green, custodian, requesting special police to be stationed in main library to help curb the discipline problems caused by teenagers using the library as a hangout discussed. Mrs. Seully suggested some definite policy should be made. Input by staff requested to help formulate a policy. Two employees now under Mayor Vitale's anti-recessional fund, Mrs. Betty Connolly (former CETA employee) and Ms. Sharon Fleming assigned to Circulation Desk. A new CETA employee, Made Dubuisson, will work in Circulation & Cataloguing Depts.; also assist in the Children's Room. Mass. Rehabilitation Center proposal to put 20-yr. old totally deaf girl to work here is to wait until new Head Librarian is appointed. Adjournmere: 10:00 p.m. Eleanor M. Scully Acting Clerk
