1969-11-03City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: November 3, 1969 Place: Board members present: Dr. Jacob H. Fine, chair, A. Joseph Callahan, Jr., and Angelo R. Massa Board members absent: Others present: Thomas H. Scanlan, Director of public Health, Richard Montoni, Code Enforcement Officer, Leo Panunzio, Milk and Food Inspector, Robert Russo, Plumbing Inspector, and Joseph W. Walsh, Jr., Sanitarian Recorder: Joseph W. Walsh, Jr. BOARD HEALTH - MONTHLY MEETING - NOVEMBER 3, 1969 Meeting called to order at 6:00 p.m. Members present were Dr. Jacob H. Fine, Angelo R. Massa and A. J. Callahan, Jr. Also attending were Robert Russo, Joseph Walsh, Leo Panunzio, Richard Montoni, and Alfred J. Semple, (new code enforcement inspector). The minutes of the October 6, 1969 meeting were approved as read. The schedules were signed by the Board members and the monthly reports of the various inspectors and nurses were submitted and read. OLD BUSINESS Clinics The Board of Health was brought up-to-date on the various clinics sponsored by the Board of Health during the last two months: 1. City Employees' Flu Clinic. 2. Tine Testing of grades 1-9; school personnel. 3. Vision and hearing screening program completed in the three parochial schools. 4. Dental clinic now on regular schedule. 5. Mumps immunization clinic grades 1-7 to be held in approximately six weeks. 6. The Board admitted three new patients to Middlesex Sanitarium in October including two men of D.P.W. Two patients admitted earlier died during the past month. Garbage Collections (Carried over from September 8 meeting) Garbage collections have not been according to contracts, especially in regard to the two collections per week during the summer months. Eastern Contract Disposal is the worst offender, with Lawler next, and Teixeira, who incidentally has given us the minimum of compla'mts. NEW BUSINESS Insect end Rodent Control Seminar The Board of Health instructed the Director to send all four inspectors to the Insect and Rodent Control Seminar at Vittori-Rocci Post, Beverly from November 18-20th if their schedules permit. The registration fee to be paid by the City. Budget Meeting The Board voted to hold a special Board meeting tentatively set for November 25, 1969 to discuss the 1970 budget. Air Pollution Control Regulations The Board voted to take under advisement for further study Mr. Walsh's amendments to our 1965 Air Pollution Control Regulations. Code Enforcement Inspectors The Board approved the appointment of two permanent Code Enforcement Inspectors: 1. Mr. Richard Montoni 2. Mr. Alfred J. Semple Mr. Semple met with the Board and told the Board that he will be available to start work November 17, 1969. Meeting adjourned at 8:30 p.m. Respectfully submitted, FOR: Thomas H.
