BOARD OF HEALTH - SPECIAL MEETING - December 19. 1968
A heating was called to discuss two incinerators located at the Purity Supreme and Marshall's store
on Enon Street, Beverly. The meeting began at 7:00 p.m.
Members present were: Dr. Jacob H. Fine, Chairman; Angelo R. Massa, and A. J. Callahan, Jr.,
members. Staff members attending the meeting were: Joseph W. Walsh, Jr., Sanitarian; Leo Panunzio,
Milk and Food Inspector; Richard Montoni, Code Enforcement Inspector.

Dr. Fine opened the meeting and reviewed the entire case and asked that anyone in opposition come
forward. Randolph Kass spoke in terms of modification, however, Dr. Fine insisted that any
opponents be allowed to take the floor first.
Mr. Frangos discussed the three incinerators and spoke of hardships caused by them and his attempt
to be a good neighbor "through sale of Commodore land to Marshall's enabling Purity to build". He
also referred to the 8/23/68 fire, and of fire engines, soot, and ashes as a result of that fire.
Mr. Ricker made mention of trucks on the sidewalk; and Mr. McCabe made reference to smoke and
soot in close proximity to Beverly's water supply.
Mr. Kass in defense o fbuming said (his interpretation) "Law referred to commercial incinerators".
He told his clients to disregard our "stop burning" orders, but was not intended to be disrespectful.
Purity Sav-Mor stated that they will close Enon Street incinerator and want to modify the other
incinerator. Joseph W. Walsh, Jr., Sanitarian made reference to secondary burning "presently not in
effect".
Mr. Michael Miano of Burnzol Co. requested the opportunity to submit plans for air pollution
control. Mr. Hannaford made note of the fact that their letter to the Board dated 11/7/68 went
unanswered. He then wanted to know what options were left for Purity Supreme. Dr. Fine told them
to show good faith.
J. Boynton, Manager of Marshall's, stated that Marshall's position was to "stop burning". Mr. Masters
of Marshall's Restaurant stated he did not do any burning.
Mr. Thompson, Tulsa Manager, stated that the incinerator did not bother him and was in favor.
Meeting adjourned at 8:35 p.m.
