Risley Others present: Recorder: Mark A. Nesse Thursday, December 13, 1973 4 P.M. The regular meeting was held at the Library on, the above date. Present were Mrs. Conrad, presiding, Mrs. Maeser, Miss Standley, and Mr. Tappan. Minutes of the last meeting were dispensed with. Reports were received from the following Committees: *Finance VOTED: to approve the budget as follows: Salaries $211,884.15 Maintenance Books $38,348.00 Replacements 2, 500.00 Periodicals 3,500.00 Audio-Visual Materials 3,535.00 Binding 1,000.00 Fuel 9,000.00 Lighting 3,333,00 Telephone 1,200.00 Furniture 3,000.00 Repairs 5,000.00 Janitors Supplies) 2,000.00 Care of Grounds) Printing 500.00 Book Preparation Supplies 3,000.00 Office Supplies 2,000.00 Bookmobile 2,000.00 Copy Machine 2,880.00 Other Outlays Microfilm periodicals Out of State Travel 6,344.00 250.00 *Personnel Recommendation of Personnel Committee regarding Miss Scotti's status as provisional Head of Circulation: Inasmuch as Miss Scotti has not ful~lled the educational requirements agreed upon with the Board of Trustees (only one course completed since provisional appointment in May, 1972) and due to her extremely high absenteeism (approximately three times the normal rate) the Personnel Committee recommends that Miss Scotti not be granted permanent status as Head of Circulation and that she be returned to her former position as Library Assistant. Further the Personnel Committee recommends that Miss Scotti be encouraged to seek employment elsewhere. VOTED (unanimously): To accept the recommendation of the Personnel Committee. Mrs. Conrad to convey said decision to Miss Scotti on behalf of the Board. VOTED: To accept the Personnel Committee's recommendation to accept the Educational Reimbursement Policy drat~ed by Mr. Bronstein. VOTED: To accept the Personnel Cornmittee's recommendation to accept the Page pay scale to go into effect July 1.1974: High School start ........ $1.70 High School top (3 mos.)... 1.90 College start ............ 1.95 College top (3 mos.) ...... 2.15 Part-Time Assistant start... 2.15 Assistant top (3 mos.) ...... 2.50 Librarian's Report: *Highlights of Departmental Reports briefly noted. *Old Business: Farms' custodian started, doing a fine job. Carpet for Main Library shipped, to be installed shortly. Arrangements for Sunday opening have been worked out. All staff members to work every other weekend. May in time be possible to reduce this to every ttfird weekend. *New Business: Letters sent to all Friends of the Library groups in Mass. asking for suggestions on the formation of such a group. Letter sent 12/10/73, so too early to report any response* Miss Standley has given a collection of books to the Library from the estate of Ms. Helen Johnson. Possibilities for Library participation in Beverly's Bieentennial activities ... and possibility of the Library sponsoring a reprinting of Stone's History of Beverly in this connection. VOTED: To close the Library on Monday, December 24, 1973. Decided to work together as possible with North Shore Community College on a proposal they are submitting for Federal financial support. EDUCATION REIMBURSEMENT POLICY The Library will reimburse permanent, full time employees for the cost of individual courses which are deemed by the librarian to be beneficial to the development of that employee's capability to perform current or anticipated job assignments in the Beverly Public Library. To be eligible for reimbursement, an employee must obtain prior approval for the proposed course from the librarian at least one week prior to the commencement of that course. The Library will not reimburse employees for the cost of courses covered under other reimbursement programs such as Veterans' Benefit Plans, etc. Only courses taken at accredited, educational institutions are covered under the policy. Courses offered at non-accredited schools and/or correspondence schools are discouraged and will not be considered for reimbursement unless such request is supported by special circumstances and approved in advance by the Library Board of Trustees. A 90% reimbursement of tuition expenses will be granted for courses successfully completed with a passing grade of C or better. Reimbursement will be made within thirty days of receipt of evidence of payment and successful completion. The cost of books, laboratory fees, registration fees and other equip ment or supplies that may be required for a given course will not be considered for reimbursement. Library employees are encouraged to follow courses of study which are designed to improve their capacity to perform their current job responsibilities and to progress to jobs of greater responsibility. However, all approved courses are taken on the employee's time. Employees who wish to apply for reimbursement under the Library's Educational Assistance Program will complete and submit the attached Educational Reimbursement Request Form at least two weeks prior to the commencement of the proposed course.
