1968-08-05City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: August 5, 1968 Place: Board members present: A. Joseph Callahan, Jr., and Angelo R. Massa Board members absent: Dr. Jacob H. Fine, chair Others present: Thomas H. Scanlan, Director of Public Health, Leo Panunzio, Milk and Food Inspector, Robert Russo, Plumbing Inspector, and Joseph W. Walsh, Jr., Sanitarian Recorder: Joseph W. Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING - August 5,1968 Members attending the August 5th meeting were A. J. Callahan, Jr. and Angelo R. Massa with Dr. Jacob Fine absent. Also attending were Thomas H. Scanlan, Leo L. Panunzio, Robert Russo, and Joseph W. Walsh, Jr. In the absence of Dr. Fine, Angelo Massa was appointed temporary Chairman. OLD BUSINESS 16 Bennett Street (see minutes July 1968) Mr. Soucey of North Shore Roofing (representing Mrs. Lowell E. Sawyer, owner) stated that Homes, Inc. will finance the work at 16 Bennett Street. They will also provide rent free apartments for the occupants of 16 Bennett Street (Mr. Soucey will check with Mr. Lane to see if offer is still available. ) Mr. Soucey stated that he can fix the house, contrary to a letter read from the Building Inspector. He will pull the side in, repair the roof, fix the plumbing, however, he will not fix the electrical work or any major plumbing. Mr. Walsh read the latest correspondence to the Board regarding 16 Bennett Street and Board decided: 1. That the Sawyers should move; 2. The house must be repaired to the satisfaction of the building inspector, health department, and all other departments involved; 3. Mr. Lane is to state in writing that apartments will be available across the street for the tenants; 4. Mr. Soucey conferred with Mrs. Sawyer, and she wanted time to think it over. The Board will hold the vacate order and not placard the house until after the August 15 meeting. The Board was told the Fire Department could not inspect the house but the Electrical Department's list of violations was read to the Board. The Board tabled further action on this item until the next meeting. West Lynn Creamery (see minutes July 1968) Mr. Panunzio stated that the West Lynn Creamery is trying to improve their current problem. He stated that we are still having some difficulties, however, we are in contact with the creamery several times a week and they are trying to rectify the matter. Code Enforcement Officer (See minutes of July meeting) There are seven applicants for the above stated position: 1. Richard Montoni 2. Alfred J. Semple 3. Irwin T. McCarthy 4. Phillip J. Bellino 5. Roger I. Boudreau. 6. Thomas J. O'Connor 7. Charles E. Elliott 17 Webber Ave. 16 Beckford St. 17 Parramatta Rd. 3 Millbrook Rd. 4 Wentzell Ave 48 Wellman St. 139 Standley St. The Board took all names under advisement until August 15, 1968 at 7:00 p.m. Nurse's Letter (See minutes of July meeting) The Board tabled any action on this item until the September meeting. Dental Clinic The Board of Health discussed the cost of painting the Clinic this year and, due to the fact that the cost will be quite high, voted to put the monies necessary into next year's budget. Kelleher's Pond The Board discussed the Kelleher Pond problem and instructed that samples should still be taken. It was reported to the Board that all samples to date are satisfactory. NEW BUSINESS Chinaland It was reported to the Board that the Chinaland Restaurant was closed one day to clean up after a recent fire. The Board accepted this report as informative. Dooling Case The Board of Health was informed that they had lost this case due to a technicality. The Board accepted this report as informative. Thomas H. Scanlan Mr. Scanlan will be on vacation August 12-25, 1968 and Robert Russo will be in charge during his absence. Travel Board approved a request by Mr. Walsh to travel to Watertown, Massachusetts two days per week to attend school. Mr. Walsh to be re-imbursed at the cost of $0.10 per mile. I. D. Cards The Board of Health voted to order I. D. Cards for both the staff and the Board members.
