BOARD OF HEALTH - MONTHLY MEETING - FEBRUARY 5, 1968
Meeting called to order at 6:00 p.m. Members present were Dr. Jacob
H. Fine, Chairman; Angelo R. Massa and A. Joseph Callahan. Also
attending were Robert Russo and Joseph W. Walsh, Jr.
Garbage Contracts
The parties bidding for garbage contracts for 1968-70 were in
attendance: Mr. Contoni, Eastern Contract Disposal, and Mr. Lawler.
The bids were opened in public at exactly 6:00 p.m.
District #1 $20,000.00 1965 bid - $ 8,500.00
District #2 $17,500.00 1965 bid - $12,450.00
District #3 $ 8,950.00 1965 bid - $ 4,950.00
District #4 $15,400.00 1965 bid - $12,100.00
District #5 $ 9,250.00 1965 bid - $ 6,880.00
The bids were taken under advisement by the Board, and the Board
instructed Mr. Walsh to check with the Mayor about the bids and to
set up a meeting with the bidders.
A letter was read from Eastern Contract Disposal for $1,200.00 or
filling the contract for the remainder of the year. No action was
taken on this request.
Letters were read from the following persons regarding the garbage
collection Mrs. Richard F. Harwood, 182 Dodge Street and Mr. Frank
Pitman, 21 Bosworth Street. The letters were accepted as read.
There were seven calls from citizens to the Health Office showing
opposition to the new contract's one collection a week in winter;
the opposition was duly recorded.
Mr. Walsh read a letter from Walter J. Doane, 204 Brimbal Avenue
regarding garbage collection to the Board. The letter dealt with
the early time of pick-up (4:00 a.m.) and also commented on the act
that he was not getting two collections a week.
Dr. Fine instructed Mr. Walsh to check with the Police Department
regarding any ordinance in effect pertaining to early morning
collections.
Nurse's Request
Dr. Fine read a letter from Mrs. Scoglio and tabled any action
until she has been in the employ of the department for at least one
year. Mr. Walsh was instructed to check the salary of the hospital
nurses and to check Civil Service for public health nurse's
qualifications, difference between registered professional nurse
and public health nurse, related to the fact she is an R.N.
certified as a public health nurse.
Permit Fees
The Board on a motion made and seconded voted to revise permit fees
from $10.00 to $5.00 per year after a survey with neighboring
health department.
Mr. Walsh also submitted two letters for Board approval pertaining
to permits and fees. The letters were accepted and approved by the
Board
NEW BUSINESS
A. J. Callahan, Jr. discussed the fact that he feels that Mr. Russo
and Mr. Walsh are not needed in the office Thursday evening due to
the fact that most of their work is generated during the day. Dr.
Fine suggested that a pilot program be instituted for a six-week
period.
Monthiv Reports
The monthly reports from the Sanitarian, Plumbing Inspector, and
Nurses were accepted as read and placed on file.
Badges
New badges for the Health Department have been ordered from the
Police Department and approved by the Board.
The Board voted to recess the meeting to February 15, 1968 at 6:00
p.m. to obtain more data on bids submitted.
