BOARD OF HEALTH - MONTHLY MEETING - MARCH 4, 1968
Meeting called to order at 5:45 p.m. Members present were Joseph
Callahan, Jr. and Angelo R. Massa. Also attending were Joseph W.
Walsh, Jr. and Robert Russo in addition to the bidders District 1:

The bids were taken under advisement until Thursday evening at 6:00
p.m. Mr. A. J. Callahan stated that he wanted a ruling from the
City Solicitor regarding accepting bids. Attorney Murphy to meet
with the Board to discuss bids offered and legal advice.
CoolidGe Avenue
Board of Health discussed the Coolidge Avenue/Modugno case. Board
members were shown pictures of the area in question. Reports were
submitted from Mr. Scanlan, Mr. Walsh, and Mr. Russo.
Attorney Murphy was again consulted regarding our position in
regard to the upcoming court case. The members of the Board are to
be served a writ (March 5, 1968). This matter to be held to
Thursday evening.
Insmector of Slau~hterin~
On a motion duly made and seconded the Board voted to appoint Dr.
Fanning, Inspector of Slaughtering, and signed the forms necessary
John Kelleher
Letter from John Kelleher dated 2/26/68 relative to the pollution
of Kelleher Pond by the city's dump, and the city's plans to
correct the problem, crossed a letter from Thomas Scanlan dated
2/27/68. Both letters were read by the Board.
16 Bennett Street
The Board read a letter from the Mayor regarding 16 Bennett Street.
The Board stated that they want a report from the Building
Inspector regarding this matter.
Attorney Murphy helped the Board draft a letter of reply to the
Mayor. Mr. Murphy said that all departments should be consulted in
the removal of buildings as
these matters in the future.
Tolvanen Request
The Board deferred action on
a team effort in order to expedite
this item until the Thursday evening
meeting. This item pertains to the payment of premature baby bills.
NEW BUSINESS
Monthly Reports
The monthly reports of the various staff members were read and
accepted with the reports being placed on file.
15 Pleasant Street
The Board deferred action on this item until the next meeting. This
item pertains to deplorable housing conditions.
Bidders
Mr. Walsh was instructed by the Board to inspect the bidder's farm
in Peabody to see if they have proper facilities.
Brimbal Avenue School
Mr. Herbert Martin of the Brimbal Avenue School appeared before the
Board regarding pollution on the school site. He requested opinion
from the Board as to possible mosquito and water pollution. Mr.
Martin would like the brook piped.
Mr. Walsh informed the Board that he had investigated the area and
took water samples.
The Board deferred action on this item until the Thursday meeting.
The Board voted to recess at 9:10 p.m. until Thursday, March 7,
1968 6:00 P.M.
