1961-03-16 City of Beverly, Massachusetts Public Meeting Minutes Board: Library Trustees Subcommittee: Date: 03/16/1961 Place: Beverly Public Library Board members present: Louisa V. Conrad, Russell P. Brown, Saul J. Cagan, Dorothy C. Cook, Frank P. Hyde, Bruce Lancaster, Frederick H. Pierce, and Carolyn F. Standley Board members absent: Thomas J. Toomey Others present: Recorder: Marion A. Brown March 16, 1961, Thursday 4 P.M. The regular meeting of the Trustees was held at the Library on the above date. Present were Mrs. Conrad, presiding, Mrs. Cook, Miss StandIey, Mr. Lancaster, Mr. Cagan, Mr. Brown, Mr. Pierce and Mr. Hyde. The records of the last meeting were approved as read and after discussion of the financial sheets they were placed on file and Mrs. Conrad stated that we must stay strictly within the budget. The budget has not as yet been returned from City Hall. At present there was no report from the Administration Committee. The reports of Circulation and Librarian were read and placed on file. VOTED to close on Good Friday 12-6 as usual. A letter was read from the Trade School, stating that Mr. Patten felt it very improbable that the tables could he made this school year. A suggestion was made that an answer go to Mr. Patten asking that if at all possible to start the project of the eight tables. A letter was read from the Beverly Farms Improvement Society concerning the requested trees for the Farms Library. Mrs. Conrad agreed to attend to this matter and try to acquire some bayberry bushes to he planted around the stairwell. A notice was read from Mrs. Haywood, Lynn Librarian concerning a preliminary meeting of North East Regional Group of State Aid to be held March 22, 1961 at 10 A.M. at the Andover Public Library, as well as an Organization Meeting to he held Mon. April 3 at 8 P.M. at the Andover Public Library. Mrs. Conrad hoped that some Trustees would attend Apr. 3. Mrs. Conrad read a letter from Herbert F. Grimes, Ch. For Committee on Legal Affairs and Accounts, which is herein on file: After discussion Mr. Cagan stated that he had heard many different phases of conversations as to the parking, some statements that he could not recognize, and others expressed their opinions, however Mrs. Conrad felt that an intelligent plan for a Children's Building should he considered and also stated that from observation it it was used for parking many persons would loose interest in wanting to help toward this project. After more discussion a motion was made by Mr. Cagan, seconded by Mr. Pierce, Mrs. Cook abstained and Mrs. Conrad voted NO. Others So Voted that the following letter go to Mr. Grimes Ch. of Committee on Legal Affairs and Accounts City Hall. March 16, 1961 Dear Sir: At the regular meeting of the Board of Trustees of the Beverly Public Library, the following motion was duly passed MOVED; That the agreement heretofore prepared at the request of the Mayor of the City of Beverly and signed by a majority of this Board as referred to in the communication from the Legal Affairs Committee dated March 15, 1961, be and the same hereby is reaffirmed. Clerk City of Beverly CLERK OF COMMITTEES March 15, 1961 TRUSTEES OF THE BEVERLY PUBLIC LIBRARY Beverly Public Library Beverly, Massachusetts Ladies and Gentlemen: At a meeting held last evening of the Committee on Legal Affairs and Accounts, a representative group of property owners abutting the proposed parking lot on Library property expressed their deep concern with this project. Therefore, as opposition was also registered at a previous meeting of the Committee on Finance and Property and as it is our understanding that the Library Trustees agreed to the proposal anticipating no opposition it is our wish that the TRUSTEES OF THE BEVERLY PUBLIC LIBRARY kindly reaffirm or reconsider their desire to establish the temporary parking facilities. The Committee is cognizant of the necessity for additional downtown parking areas; however, the Committee questions the advisability of an expenditure of this proportion for temporary usage. Kindly advise this Committee in writing prior to 7:00 P .M., Monday, March 20, 1961, of your decision. Very truly yours, Herbert F.
