BOARD OF HEALTH - MONTHLY MEETING - JANUARY 8, 1968
Meeting called to order at 6:00 p.m. Members present were Angelo R.
Massa and A. Joseph Callahan, Jr. Also attending were Robert Russo and
Joseph W. Walsh, Jr.
Angelo R. Massa nominated Dr. Jacob H. Fine as chairman of the Board for
1968, with the nomination being seconded by A. Joseph Callahan, Jr. Dr.
Fine was elected unanimously.
Angelo R. Massa made a motion that a permanent record be made of all
Board of Health meetings. This motion was seconded and passed.
The Health Department personnel are to be informed that, while he is
recuperating at home, Mr. Thomas H. Scanlan is Director of Public
Health.
OLD BUSINESS
Dump
The letter sent to the Board of Aldermen regarding dump boundaries was
accepted as written and read.
Monthly Reports
The Board has decided that monthly reports are to be submitted by the
Milk and Food Inspector, the Plumbing Inspector, and Nursing Staff and
will start next month (February).
Garbage Bids
The Board discussed advertising for garbage bids. A. Joseph Callahan
suggested bidding for two years, with two collections from April 1st to
November 1st, and one collection from November 1st to March 31st. Angelo
Massa concurred.
The Board instructed Mrs. Dwyer to get the present contract from the
City Auditor, to revise the newspaper bid, and refer to Mr. Scanlan
regarding this matter.
The Board of Health will also recommend to the Board of Aldermen to vote
$1,200.00 increase to Lawler Brothers to finish contract from January
1, 1968 to March 21, 1968.
Nurse's Request
A. Joseph Callahan, Jr. suggested that a letter from Mrs. Scoglio
pertaining to classification change be tabled until the February meeting
when Dr. Fine will be in attendance.
Sandwich Ordinance
The Board of Health, after careful deliberation, voted to approve a new
ordinance pertaining to the dating and wrapping of sandwiches.
Permit Fees
The Board of Health approved and passed new permit fees for
restaurants, bakeries, markets, and mobile food service trucks.
The fees were set at $5.00.
Housing School
Board discussed the Housing School at the Massachusetts Community
college in Watertown, Massachusetts. Board members approved and
voted $200.00 so that Mr. Walsh can attend the forty-eight week,
twice weekly sessions.
It was noted by the Board that to qualify for Federal funds, a
trained man is required by the government. This course will
properly train Mr. Walsh who will be one of only twenty-five
selected throughout the entire state to attend.
Housing Program was also discussed. It was noted that proper
education as to just what the program will do for them is
important, so that problems that plagued a neighboring community
will be avoided.
Elliott Lunch
A letter was sent by the Board of Health on January 9, 1968 to the
owner of the Elliott Lunch giving him ten (10) days to correct all
violations. Letter to be placed on file in the office, with the
original copy delivered by the Beverly Police.
Filing System
Mr. Walsh explained the new filing system to the Board of Health.
The Board approved the new system and accepted this report as
informative.
81 Elliott Street
Mr. Russo suggested that a letter be sent to the owner of 81
Elliott Street regarding the J & B Restaurant. It should inform him
that under the present conditions the establishment cannot be
reopened until all violations are corrected. This matter will also
be referred to the Building Inspector.
Operation of Dump
Mr. Angelo R. Massa suggested that the operation of the dump by a
private contractor be investigated. The Board tabled further action
on this item.
Permanent Records
Mr. Walsh was instructed by the Board to secure a ledger for the
keeping of permanent records of all Board meetings.
