The meeting was called to order at 7:00 p.m.
The Board reviewed and accepted the minutes of the July 28, 1999 meeting.
Local Upgrade Approval Request-Title V
David Clark of D,F.Clark, Inc., Ipswich requested a reduction in separation between SAS & high
groundwater on property at 281 Dodge Street, belonging to Glenn Battistelli of Beverly. The
Board will take under advisement.
Proposed Environmental Tobacco Smoke Regulation
Members discussed the proposed regulation making one change, that being to delete the sentence
in Section V that would have required anyone buying an existing restaurant or bar to make it
100% smoke-free. The Board voted in favor.
Comments were welcomed. Chamber of Commerce members and several people shared their
pros and cons. A motion was made to move on this issue, come up with a final draft and vote on
it. At the request of the Chamber of Commerce, the Board held off on a vote to allow affected
parties an opportunity to review the final draft regulation. A meeting will be held in about two
weeks, the date to be announced. Copies of the final draft will be available for Chamber members
prior to the next meeting.
The Board is hopeful that a decision can be made at the next meeting.
