Board members absent:
Others present: William Burke, Director of Public Health, Thomas Scully, Director of
Community Services, and Joseph Reale, Environmental Analyst.

The meeting was called to order at 7:30 a.m.
The Board reviewed and accepted the minutes of the September 8, 1999 meeting
The first order of business - Environmental Tobacco Smoke Regulation All letters and comments received were reviewed
Pam McGrath, Chamber of Commerce Director had distributed notice of meeting and
copies of proposed regulation to Chamber members prior to meeting. She thanked the
Board for giving them more time to review draft.
Board Chairman welcomed questions and comments.
Parents of children attending schools where Bingo is held expressed their concerns and requests
that the effective date for educational facilities be as soon as possible. The Board explained it
would take 30 days from publishing date to take effect and be approved by DEP. Vice Chairman
Spector made motion to adopt regulations as read to be in effect September 1, 2000 (except
Educational Facilities-November 15, 1999). Mr. Hersee seconded the motion. Chairman Carbone
called for a vote. Vote unanimous in favor.
A few restaurant owners had concerns regarding conforming to new regulations. Chairman
Carbone assured all concerned that appeals may be made for variances. Each will be individually
taken under advisement.
Old Business - Local Upgrade Approval Request-Title V
David Clark of D.F.Clark, Inc., Ipswich had requested a reduction in separation between SAS &
high groundwater on property at 281 Dodge Street, belonging to Glenn Battistelli of Beverly.
The Board discussed the request with Joe Reale, Title V Inspector.
Board secretary, Peter Hersee moved to accept request, seconded by Vice Chairman Norman
Spector. Vote in favor.
Director' s Update
Beach sampling was completed for 1999 bathing season. All samples within acceptable
parameters
Flu Clinic is scheduled for October 16, 1999. Volunteers are being gathered and media
coverage has been requested.
Health Fair, possible 1-day event in fall 2000~ meeting with Jack Good, Beverly
Hospital to assess communities needs
Dental Clinic has hired 2 part-time hygienists.
Animal Control Officer/open position gives us concerns regarding quarantines
Lane Chase/Ober Street still ongoing
Mr Hersee requested an outline by November meeting regarding plans for Health Fair 2000.
Next meeting to be announced. Meeting adjourned at 8:30 a.m.
