The meeting was called to order at 7:30 a.m.
The Board welcomed Ms. Balboni as clerk.
The Board reviewed and accepted the minutes of the June 3, 1999 and June 16, 1999 meetings.
A request, for waiver of lifeguard requirement at semi-public swimming pool, was made by Mike
Pirotta, a representative from Colonial Manor Realty, owner of Trafalgar Apartment Complex,
614 Cabot Street. A motion was made by Mr. Hersee, in favor of waiver, taking into
consideration the size of complex, no minors, and all seniors or working professionals. The
motion was seconded by Mr. Spector. Vote unanimous.
Steve Miller, representing Hannah Village Apartment Complex, 17 Conant Street, requested a
waiver of lifeguard requirement. There are 112 units, no children, all seniors and a posted sign
reading 'swim two (2) at a time', low attendance and a staffed office 7 a.m. - 4 p.m. A motion
was made by Mr. Spector, seconded by Mr. Hersee. Vote unanimous.
The Board stated that the waivers would need to be reviewed annually but may be done
administratively. The Board urged both representatives to maintain attendance records, etc.,
which would support their future requests.
Much discussion took place regarding the Environmental Tobacco Smoke Regulation. Mr.
Burke reviewed the language changes that were suggested at the previous Board meeting. The
language changes were described in the July 14, 1999 memo to the Board of Health. In addition
to those changes, language is to be added requiring that newly constructed establishments and
those which are extensively remodeled, to be smoke free. The definition of extensively remodeled
would be mirrored after existing handicap/construction definitions.
The Board is hopeful that a final draft of the smoking regulation can be approved at the next
meeting in September. Dr. Carbone said t.his meeting will be held in the evening.
Director William Burke updated the Board on the following matters:
- Members were provided with monthly reports from the Public Health Nurse and Dental
Clinic Coordinator.
- Beach water samples were collected on Junel6, 30,and July 14, 1999. All results were
within acceptable parameters.
- The D.P.W. has fabricated the 'caution 'signs for those beaches that have drain lines
crossing them. They are in the process of being installed.
Health Education Services staff member was unable to attend the July meeting due to
vacation conflict but will gladly attend a future meeting to discuss nicotine replacement
therapy and other cessation programs offered through their agency.
The Human Resources department has forwarded three resumes to date for the vacant
hygienist position. The interview process will begin with hopes of having selected a
candidate for the beginning of the school year.
The department has received a plan for upgrade of the failed septic system at 63 Ober
Street, owned by Lane Chase. The plan is being reviewed by Mr. Reale for compliance
with Title V of the State Environmental Code.
Mr. Burke indicated to the Board that there may be a couple of septic system local
upgrade requests on the next Board of Health agenda. Mr. Hersee requested Mr.
Reale's presence at the next meeting.
Chairman Carbone asked about re-establishing the annual Health Fair. Mr. Burke
stated that he would contact Mr. Good, Vice President of Community Relations at
Beverly Hospital to discuss the fair. Mr. Burke also mentioned that a full-time clerical
position was lost with the retirement of Ms. Laverdiere and the division of the
department. Reportedly, Ms. Laverdiere spent months organizing the event. Also, due
to retirement of the past director, Mr. Reale's inspectional time diminished while
serving as interim director. Mr. Burke has been assisting the inspectional staff trying to
catch up with mandated inspections. The department will make every effort to schedule
a fair during FY 2000 to take advantage of the $5,000. budgetary line item.
The staff is busy conducting numerous inspections and re-inspections of seasonal
operations; i.e., recreational camps for children, swimming pools and bathing beaches.
Recent amendments of the camp regulations have increased the number of camps to be
inspected and licensed from seven in 1998 to approximately twenty-three in 1999; all of
which must be done within an 8-10 week window.
A motion was made to adjourn at 8:30 a.m Vote unanimous. The next meeting will be an
evening meeting in September, the date to be announced.
