1855-09-08 City of Beverly, Massachusetts Public Meeting Minutes Board: Library Trustees Subcommittee: Date: 09/08/1855 Place: Charles W. Galloupe's house Board members present: William Endicott, Jr., Charles W. Galloupe, Charles Haddock, and Benjamin O. Peirce Board members absent: Richard P. Waters Others present: Recorder: Benjamin O. Peirce The second meeting of the Trustees was held at the house of Mr. C. W. Galloupe on the evening of September 8th. There were present Messrs. Haddock, Galloupe, Endicott & Peirce. In the absence of the President, Dr. Haddock was appointed chairman. Afer the reading of the minutes of the previous meeting the several committees appointed at the meeting were called upon to report. The committee on subscriptions presented a verbal statement of their transactions in part - to the effect that they had prepared and distributed a circular to the inhabitants of the Town in accordance with the instructions of the Board & had received subscriptions to an amount which justified them in the belief that more extended accommodations than had been approved by the town for the Library would be needed. They had presented a petition to the Town at a meeting called since the regular adjournment in April asking in the name of the Board, That the Town in addition to the Room appropriated for the Library by their vote of April 3d, would also grant the Room adjoining and would authorize such alterations to be made under the direction of the Trustees as should seem to them desirable to adapt them to their intended purpose. To this request, the Town had, by unanimous vote, acceded. This committee were not prepared for more extended statements. The committee on conference with the Trustees of the Beverly Social Library reported That they had artended to the duty assigned them by the Board and had received from the Trustees of the Social Library, through their clerk, a copy of a series of resolutions passed by them providing for a conditional transfer of their books or more particularly, in the language of their resolution: "To deposit with the Trustees of the Free Public Library of the Town all the Books and other interests of the proprietors of the Social Library subject however to the withdrawal at discretion of Proprietors by the Trustees of the Social Library. Otherwise to be held in trust subject to the rules & regulations which may be adopted by the Trustees of the Public Library of the Town." This report was accepted by the board and after some discussion it was unanimously resolved That we do not consider it expedient to assume the trust proffered to us by the Proprietors of the Social Library. The same committee were instructed to reply to the communication of the proprietors of the Social Library explaining the views of this Board; and they were authorized also to confer further with the said Proprietors, should any new proposition be made by them. The committee appointed to draft rules & regulations asked for further time which was granted. Messrs. Haddock, Galloupe and Endicott were appointed a committee to make such additions and alterations in the rooms appropriated by the Town as they, in consultation with some architect, may consider necessary & appropriate.
