December 30, 1957 4 P.M.
The incoming Mayor Thomas J. Wickers requested that as many Trustees as possible be
present at a meeting at City Hail to discuss with him the 1958 Budget. All Trustees were present
except Mr. Casey. Mr. Wickers explained that there would be absolutely no raises at the present time.
Mr. Cagan explained to him that State Commission on Public Libraries considered that Beverly was
under staffed and under paid. After long discussion of saiaries Mr. Wickers replied that this matter
could be taken up later by meeting with the Committee on Legai Affairs and Accounts so as to
increase the personnel and draw up an ordinance to try to establish a maximum and minimum saiary
and step increases.
Mr. Wickers than brought up the Maintenance items, stating that he would cut off repairs and
some other items but would leave books as is and request Aldermen to do the same.
It was an unusuaily enlightening meeting and one of the first times that ail Trustees have had
a chance to be present with the incoming Mayor. All extended thanks to Mr. Wickers for inviting
them to meet with him.
