1954-02-18 City of Beverly, Massachusetts Public Meeting Minutes Board: Library Trustees Subcommittee: Date: 02/18/1954 Place: Beverly Public Library Board members present: Philip Rowe, John C. Birmingham, Saul J. Cagan, and Dorothy Cook Board members absent: Russell P. Brown, W. Lincoln Boyden, Jr., Louisa V. Conrad, Lawrence E. Foster, and Carl Zeilon Others present: Recorder: Marion A. Brown Beverly February 18, 1954 The regular meeting of the Board of Trustees was held at the Library on Thursday, February 18 at 7 P .M. Mr. Rowe, Mr. Birmingham, Mrs. Cook and Mr. Cagan were present. The records of the meeting of January 21 were read and approved. The Report of the Finance Committee giving details of items on the 1954 budget which had just been approved by the City Government, was then presented. $735 more was allowed in this year's budget over that of last year allowing $100 extra on fuel, $25 on light and $10 on telephone. The Trust Funds were not available. The Committee on Circulation recommended the purchase of 146 titles and 59 gifts. This was approved. Mr. Rowe reported as to the Mayor's request for the Winter St. lot to be used for parking. Due to other commitments the Mayor was unable to be present at this meeting. Mr. Rowe explained that he had talked with the Mayor and he had promised that if the land was made available to the City for parking, it would be made to look attractive, would be properly landscaped with shrubs and he would be willing to agree to the proper regulations. A motion was made by Mr. Birmingham: that Mr. Rowe and Mr. Brown be authorized to meet with the Mayor and Board of Aldermen explaining that some of the Trustees would be in favor of a parking lot on certain conditions: Regulations made by Trustees, certain space set aside for Library Personnel and a plan and report drawn up as to the exact layout. Also, to come to some agreement that if the Trustees did grant this land to the City for parking that they in return should appropriate enough money so that the Library could convert to oil heating. It was voted to send letters of thanks and appreciation to Mr. William Greenlaw for his time and consideration shown in connection with the installation of the new lights; also to the Mayor, Board of Aldermen and Public Works Commissioner for their part toward the paint project in the Library Reading Rooms. A motion was made by Mr. Birmingham that because of the small amount appropriated and in lieu of the fact that new floors are so badly needed in both Reading Rooms, it was voted to spend the $460 allowed by the Mayor and have both rooms completed with asphalt tile.
