ABSENT: Commissioners' Dean and Rosen. PUBLIC: Ken Robinson, Victor Capozzi, Mel BriggeL A. CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM. 1. Presentations: Victor Canozzi. President. General Aviation Services - Request for Hangar #3 Extension (Executive Session). ~-- 2. Reading of the Minutes for October 6, 1997: Chairman Farmer called for a reading of the minutes. Commissioner White pointed out John Dunn's name was not included in the Public portion. Motion to accept as corrected by Vice-Chairman, seconded by commissioner Eaton. Motion passed unanimously. 3. Reading of the Financial Report for September 1997: Chairman Farmer called for a reading of the financial report. Vice- Chairman White made his financial report. Motion to accept subject to audit by Commissioner Gourdeau, seconded by Commissioner Duva!. Motion passed unanimously. B. OLD BUSINESS: Undates: Pronetry Ac{misition - Airport Manager updated the Commission on the latest development e. g., Gongas' Attorney Mills inquiry if a.) FAA would be ~' willing to participate in mediation of a property acquisition price with Gongas', FAA, and B. A. C., or b.) would FAA be willing to raise the offer to $275,000.00 in 1 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING NOVEMBER 10, 1997 full settlement of all claims and for the purchase of their property. Chairman Farmer discussed the "flip-flopping" back and forth regarding the acquisition. Airport Manager will discuss the acquisition events to date with FAA for their comments. Commissioner Barnico pointed out the reluctance of the City Solicitor to take any action now until after the land court makes a decision on the adverse possession claim. Commissioner Mahoney pointed out the many times the Commission had voted for the City Solicitor to just go for an easement and questioned why any inquiry from Attorney Mills should change that course of action. T. Ford Develooment and Lease - The lease sub-committee had met before the B. A. C. meeting and went over desired changes. Airport Manager will give changes to Airport Clerk for revision. Some items from the lease will also have to be brought before the City Solicitor for his review and suggested language e. g. Absolution of Pre-Existing Conditions; Removal of Items and Demolition of Existing Building; Construction of New Buildings; Non-subordination; Attorneys' Fees; Prohibition of Involuntary Assignment; Recording Notice of Lease and Mortgage. Chairman Farmer informed the Commission that Ransom testing would first be done on the Gurnard site to expedite T. Ford permitting. West Side Water/Sewer Line - Airport Manager updated the Commission on the impending final inspection and a recent trench problem. San Fonzo Rd./Industrial Park - Airport Manager updated the Commission and said that the City Planning Department expects construction to start in the Spring of 1998. Airoort Master Plan Undate - Airport Manager informed Commission of the November 14, 1997 AMPU scope of business meeting with FAA and M. A. C. Commissioner Barnico expressed his desire to attend. Commissioner Mahoney cautioned that we should not pay $100,000.00 for an update that may contain 85% of existing information. Chairman Farmer instructed the Airport Manager to bring back information from the meeting for the Commission. ! Runway 16 Wetland Area - Airport Manager directed Commission to the written Airport Manager's Report. Questions were raised as to how any re- seeding efforts would be watered. Vet, etation Management Plan - Airport Manager informed the Commission that the State did have FY98 funds, that a pre-application would be submitted by the end of December, that funding split would be 95% M. A. C., 5% B. A. C., and total project cost to date was $76,000.00 (B. A. C. share $3,800.00). Omni Lease Re-Negotiations - (Discussed in Executive Session) C. NEW BUSINESS - None. D. AIRPORT MANAGER'S REPORT - As contained in the November 10, 1997 B. A. C. meeting packet. E. CHMRMAN/COMMISSION COMMENTS · Chairman Farmer advised the Commission that per GTE they expect to remain on the airport another six to twelve months. · Chairman Farmer asked if the Commission wanted to have a Christmas function and if so, was last year's location acceptable. The Commission did want it and same location was okay. Date is to be December 19, 1997. · Chairman Farmer discussed a couple of options of disposing of the old end loader. Airport Manager will seek offers with possible goals of acquiring a plow blade for the new end loader or reducing the airport deficit. · Chairman Farmer talked briefly on Carmine Ciampa's request for a copy of last month's minutes and copy of tape. We do not send these items, if a person appears here and asks for a copy that is okay, if person wants to sit and listen to a tape, that is okay. · Chairman Farmer requested that Commissioners first go through the Chairman or Vice-Chairman before interacting with any City Hall Department with Commission business. F. EXECUTIVE SESSION: Role call was made. Commissioner Mahoney made a motion to enter into Executive Session, seconded by Commissioner Duval. Motion passed unanimously.
