MINUTES OF THE REGULAR MEETING'~
OCTOBER 6, 1997
PRESENT: Commissioners' Barnleo, Duval, Eaton, Farmer, Gourdeau, Mahoney,
Rosen, Vitale, White.
ABSENT: Commissioners' Dean and Lydon.

A: CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM.
1. Presentations:
City Solicitor, Status Reoort:
a.) Murrin property - City Solicitor notified Commission that the
Murrin property had been acquired. Airport Manager will help in coordination of
Murrin relocation.
b.) Gongas property - City Solicitor said he is not getting any response
from Gongas' Attorney Mills, that it appears the Gongas' are not interested in
acquisition in fee, and the Commission may want to look again at acquiring an
avigation easement. City Solicitor also said the adverse possession claim would be
heard in !and court, he believed, on November 3, 1997.
: c.) Ciampa fledown - Maureen Ciampa and co-owner L. Fasano have
aircraft N4438L tied down on a city tiedown. Issue before the City Solicitor was, can
a third party (Fasano) pay an outstanding tiedown fee. The Solicitor said the airport
can accept the tiedown rent payments and it would still not relieve Ciampa from
previous persona non-gratis status and we can still expel Ciampa from the airport.
John Dunn.Director of Municioal Finance:
Mr. Dunn explained the need for all city departments to not maintain
a second set of accounting books, that all accounting procedures are to be done on
the computer's MUNIS system. Past computer training was not adequate, however,
arrangements will be made to properly train the new airport clerk.
There was discussion on the difficulty of reading some financial
reports that come out of City Hall. Mr. Dunn said he would be happy to sit down
and discuss what can be done to improve reports. The Commission said they would
like to see end-of-month information. Mr. Dunn said that it was possible if the
budget was calendarized, that can be looked at for next fiscal year's budget.
Dufresne-Henrv Airport Master Plan Uodate Presentation:
Steve Langlais and Carol Niewola presented their ability to do the
proposed FY98 Airport Master Plan Update. Dufresne-Henry did not think the full
$100,000.00 would be needed for the update, however, a better cost picture would be
formed at a future pre-project scoping meeting. There will be public participation in
the update process. Motion for Dufresne-Henry to proceed to the next step of the
Airport Master Plan Update process made by Commissioner Gourdeau, seconded
by Vice-Chairman White. There was some discussion before the motion vote
regarding whether the update had to go out for a RFP (No) and what was the time
frame for completion (less than a year starting approximately 11/3/97).
L. R. Bripps & Trask Street Neighborhood Concerns:
Frank Picari!io read a letter of Trask Street concerns that included
airport noise and odors. Chairman Farmer responded that he also hears and smells
the same things, that the airport was made the size it was by the U. S. Navy back in
the 1940's, that there has been no airport expansion, that on the contrary, the
airport has shrunk in operations and in the number of runways and size of runways.
Chairman Farmer also explained that the airport's efforts in acquiring fee title of
the Wenham properties in the Rwy 16 clear zone, was due to the owners requests to
do so, that the airport originally just wanted to cut tree obstructions, and that the
City Solicitor said the fastest way to acquire a title in fee is to use a "friendly" taking
in which the property owners agree to eminent domain. Chairman Farmer said the
Commission is always open to any citizen(s) airport concerns. As to a question about
neighborhood representation on the B. A. C., Mr. Picari!!o was instructed to send
resumes to the Mayor and/or talk with Chairman Farmer. The Airport Master Plan
Update process was also suggested as a forum to address neighborhood concerns.
Chairman Farmer reminded the group that the B. A. C. met the second Monday of
every month.
2. Reading the Minutes for August 11, 1997:
Chairman Farmer called for a reading of the minutes. Motion to
accept by Commissioner Mahoney, seconded by Commissioner Rosen. Motion
passed unanimously.
3. Reading of the Financial Report for July, 1997:
Vice-Chairman White made his financial report. Motion to accept by
Commissioner Duval, seconded by Chairman Mahoney. Motion passed
unanimously.
B. OLD BUSINESS:
Uvdates:
Property acquisition - Chairman Farmer pointed out the City
Solicitor had already covered this at the beginning of the meeting. There was some
discussion regarding delays encountered in the acquisition process and the still
existing need to remove tree(s) on the Gongas property. Motion made by
Commissioner Eaton to instruct the City Solicitor to take action that would result in
the expeditious removal of tree(s) on Gongas property and acquire an avigation
easement.
Sam Fonzo/Industrial Park - Airport Manager informed Commission
that the FAA may still have yet more comments on the Dufresne-Henry impact
report before they sign off on the report and that the DEP Order of Conditions was
due in at City Planning last week.
Snow Removal Equipment - Chairman Farmer announced the new
end loader was here and Commissioners could inspect it.
Tom Ford Development - Chairman Farmer referred the recently
received Tom Ford lease draft back to the Commission Lease Sub-Committee.
Chairman Farmer requested the sub-committee meet soon to review/comment on
the draft.
West Side Water/Sewer Line - Airport Manager informed the
Commission that the sewer connection was complete and that the permit needed for
the water connection was in process. Shrubs may also be planted to reduce the
width of the utility line gap.
C. NEW BUSINESS: Airport Master Plan Update was covered at the beginning of
the meeting.
D. AIRPORT MANAGER'S REPORT: Airport Manager's report was contained
in the October 6th B. A. C. meeting packets. The Airport Manager also brought up
information that the final cut on runway 16 was, according to Steve Langlais, only
for the grubbed/seeded areas, that Northerns final cut obligations was only for the
grubbed areas which if cutting was done on only the grubbed areas would present a
"patch work" appearance. The Chairman and Commissioner Barnico questioned
this. It was their understanding that the first cut was on them and that anything
that did not grow was to be re-seeded. Airport Manager will contact Mr. Langlais
for clarification. Airport Manager also informed the Commission that Steve
Langlais and airport personnel will cut trees along Bravo taxiway to allow
Gulfstream-sized aircraft to taxi there.
E. CHAIRMAN/COMMISSION COMMENTS:
Chairman Farmer said Airport Manager should also be trained on the
computer system at the same time as the new airport clerk is trained.
Chairman Farmer welcomed new Airport Commissioner Paul Vitale.
Commissioner Barnico informed the Commission that the City of Beverly's
consultant (Ransom Environmental) will do site evaluations of CASCO Chemical,
Connell, Gurnard, and Vitale site. Commissioner Barnico had copies of Ransom's
scope of business for those interested.
Commissioner Gourdeau recommended the airport get a cassette tape holder
for the taped minutes.
F. EXECUTIVE SESSION: Commissioner Duvai made a motion to enter into
Executive Session, seconded by Commissioner Mahoney. Motion passed
unanimously. Vice-Chairman White made a motion to exit Executive Session,
seconded by Commissioner Gourdeau. Motion passed unanimously.
G. ADJOURNMENT: Motion to adjourn made by Vice-Chairman White,
seconded by Commissioner Gourdeau. Motion passed unanimously.
