McGlynn, Victor Capozzi, Ken Robinson, Jim Rutherford, Mel Briggel, Marshal Han- dly, Jeff Laurie, Ken Lewis and Gerry Nelson A. CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30 P.M. I. Presentations: Introduction of Mr. 3eff Laurie, FAA Contract Control Tower Jim Rutherford, Omni Aviation (presentation to be done in executive session) 2. Reading of the Minutes: Chairman Farmer called for a reading of the Minutes of the Regular Meeting of July [4, [997. Motion to accept by Vice Chairman White, 2nd by Commissioner Duval. Motion passed unanimously. 3. Reading of the Financial Report: None available B. OLD BUSINESS [. Updates Property Acquisition- The airport manager informed the commission that the Muffin acquisition was proceeding and that for a second time the city solicitor will approach city council regarding the Gongas property in September. The City solicitor requested direction from the commission on whether they wanted a avigation easement or acquisition in fee. A discussion ensued. Commissioner Dean made a motion that the Mayor and City Solici- tor be'able to offer the Gongases $242,000.00 (and capped at $242,000.00) The $242,000.00 comprised $22],000.00 for real estate and $2],000.00 for relocation allowance, moving expenses and incidental expenses, and for the city solicitor to have a final transaction date of September ]2, 1997, 2nd by Commissioner Barnico. Motion passed with five yeas and one nay. SAM Fonzo Rd./Industrial Park - The airport manager updated the commission that, a.) FAA and MAC will accept the D-H report to the Mayor if D-H included the statement "Sam Fonzo and the industrial park will not interfere with the airports abil,ity to build or upgrade the Rwy 27 runway safety area because upgrading the runway safety area will be impractical from a economic, poliical and topographical standpoint., and b.) D.E.P. will be issuing a superceding order of conditions but the City does not know when. Snow Removal Equipment - Airport manager reported that the new end loader should be delivered in approximatly forty days. T Ford Development - Airport manager reported that Ford's attorney had Completed his lease review and we hope to have a lease meeting before the city solicitor leaves for vacation on 8/14/97. West Side Water/Sewer Line - Airport manager reported that the notice to proceed is Monday, August ~8, ~997. C. NEW BUSINESS - None ~ D. AIRPORT MANAGER'S REPORT Airport manager's report was contained ~n the August ~Ith Commission meeting packets. A new item was that the airports ASOS W~s in the process of being installed. E. CHAIRMAN/COMMISSION COMMENTS Chairman Farmer informed the commission of Steve Archers resignation and of airport secretarys resignation. Chairman Farmer to~d the commission if they had anyone they would like considered for the job, to get the name into the airport manager. Chairman Farmer said he knows of others interested in the Gurnard property. Chairman Farmer informed the commission that water/sewer contract doucments were available for review. Chairman Farmer reaffirmed that GTE real estate for sale sign had to be placed on GTE property Chairman Farmer requested airport manager to communicate to GTE that they would ha~e to come before the commission for any lease assignment, transfer, sublet or sale approval. F. EXECUTIVE SESSION: Commissioner Lydon made a motion to enter into executive session to hear Omni's presentation, 2nd by Com- missioner Mahoney. Motion passed unanimously. Commissioner Lydon made a motion to return from executive session, 2nd by Commissioner Duval. Motion passed unanimously. G. ADJOURNMENT: Motion to adjourn made by Commissioner D~An; 2nd by Vice Chairman White. Motion passed unanimously. = Meeting adjourned at 9:30 P.M.
