A regular meeting of the Board of Trustees was held on Thursday, November 17, at 7:30
P.M., with Mr. Delaney, Mrs. Conrad, and Mr. Small in attendance.
Since this number does not constitute a quorum it was not possible to ratify action taken at
the October 27th meeting; and all action taken at this meeting is subject to approval at the next
meeting of the Board.
The records of the October meeting were read and approved.
In place of the usual statement of the Finance Committee, Mr. Small presented for discussion
the budget for 1950, as prepared by that Committee, prefacing it by the request that the vote of April
28th, raising salaries of Staff and Janitors during the last week of December, thus setting a salary scale
for 1950, be rescinded.
Mr. Small explained in detail the increase made in each item and the reason for this request,
and it was voted that the budget be adopted as prepared, and be sent to City Hall at the proper time.
This calls for a Salary Appropriation of $31,763.00, a Maintenance Appropriation of
$13,650.00, and the sum of $7,000 to finish the repairs begun at the Farms Branch.
Notice was received from the Civil Service Commission that the names of Edward J. Carro,
Robert S. Luther and Merton H. Corning had been certified for positions as janitors in Beverly, and
the Trustees voted to hire Robert S. Luther at a salary of $2,150, since he had proved himself very
satisfactory during his weeks as substitute janitor here.
The Circulation Committee recommended the purchase of 117 titles and the acceptance of
3 gifts. Also the acceptance of a pair of china elephants, imported from India, for the Farms Branch.
This recommendation was approved.
The report of the Librarian was read and placed on file.
The Trustees voted not to grant permission to the League of Women Voters to use the
Library Hall for their meetings, on the ground that though this group is not-partisan, it is political;
and it has always been the policy of the Trustees not to grant permission to either religious or political
groups to use the hall for meetings.
