MINUTES OF THE REGULAR MEETI1NG
MAY 12, 1997
Present: Commissioner's Archer, Barnleo, Gourdeau, Dean, Eaton, Mahoney and
White.
Absent: Commissioner' s Farmer, Duval, Lydon and Rosen.
Public: Councilman William Coughlin, Victor Capozzi, Ken Robinson, David
Knowlton, Ann Harris and Biff Michaud.
A. CALL TO ORDER: Vice Chairman White called the meeting to order at 7:30
P.M.
1. Presentations: Ann Harris and Biff Michaud representing the Salem Partnership gave
a talk on Salem Partnership Projects and how the Beverly Airport might benefit.
2. Vice Chainnan White called for a reading of the minutes of the Regular Meeting of
April 14, 1997. Motion to delay approval until next month made by Commissioner
Eaton~ 2nd by Commissioner Gourdeau. Motion passed unanimously.
3. Vice Chairman White called for a reading of the Financial Reports for March and April
1997. Motion to accept subject to review by the City made by Commissioner Barnico,
2nd by Commissioner Mahoney. Motion passed unanimously.
B. OLD BUSINESS
1. Property Acquisition - Airport Manager reported that the City Solicitor did not send
certified letter to Gongas's attorney with purchase ultimatum, that the Solicitor said he
needed to talk with the attorney. Solicitor made contact on May 7, 1997 and told
Gongas's attorney that lacking a settlement City would revert to it's $205,000.00
offer. City Solicitor expected a decision by May 8th. In a conversation with the D-H
consultant on May 8, Gongas,s attorney said $252,000 for acquisition and relocation,
and use by the Gongas's son of 10,000 s.f. of airport land for business storage for 25-
30 years at $I.00 per year would be a workable solution. He also said $294,000
which: would include the real estate, relocation, and their adverse possession claim
would work also. Airport Manager told D-H and the City Solicitor that at this point
we do not want to hear any counter offers to our ultimatum, and for the City Solicitor
to go for the avigation easement.
2. Snow Removal Equipment ~ Airport Manager reported that bids would be Opened
May 14, 1997 at 3:00 P.M.
3. Vegetation Management Plan - Airport Manager reported next step is for MAC to
begin their bid process for Phase 1 clearing. Phase 1 areas comprise primary,
approach, and transition surfaces of rw 9-27 and 34.
4. T Ford Proposal - Airport Manager told Commission that he had told Mr. Ford that he
would have to pay taxes as well as $35,000.00 the first year. Mr. Ford said in that
case he may not be able to pay rent at the beginning of the lease, that he might have to
wait until the storage units were built (in approximately five (5) months). Airport
Manager will contact City Assessor to find out how long before the buildings are tom
down before the property is taxed as a vacant lot, if taxed as vacant lot T Ford might
be able to pay at beginning of lease. Mr. Ford said that because he can occupy only
plus or minus 26,000 s.f and not the proposals 32,000 - 38,000 s.f., he cannot make
2nd & 3rd year payments per his proposals rent schedule (proposal rent schedule
called for 2nd year rent of $35 ~000 and $15,000 in lieu of tax payment and 3rd year
rent of $40,000 and $15,000 in lieu of tax payment). What he proposes is to pay
$35,000.00 per year until the business is up and running and needs the remaining 6,000
to 12,000 s.f.
5. Subcommittee Reports
· Legal - Airport Manager reported on City Solicitor' s response to several questions
regarding Commission lease signatures, Gongas adverse possession claim and insuring
timely construction projects. Responses are shown in detail in the requests of the

· Lease - Commissioner Gourdeau presented information on FAA leases at Beverly
Municipal Airport.
· Gumard Site - Commission informed of results of site inspection by sub-committee
members.
· Sam Fonzo/Industrial Park - FAA will review the final Dufresne-Henry land use -
study the week of May 12-16, 1997.
· U.S.T.'s - Mobil Oil Corp. are investigating their records to determine if they own the
tanks at Omni.
· Budget/Finance - Vice Chairman White distributed year to date budget information
and FY98 capital and A.S.M.P project info.
C. NEW BUSINESS
1. Aviation Day - There will be a small scale aviation day in conjunction with the
dedication of the airport's Vietnam Air War Memorial.
2. Banner Towing ~ Motion made by Commissioner Mahoney, 2nd by Commissioner
Dean to increase banner, billboard towing fees and initiate other requirements as
feasible. Motion passed unanimously.
D. AIRPORT MANAGER'S REPORT
· Covered such subjects as Gongas's, Sentry, tie-downs, and GTE which can be seen in
detail in 5/06/97 requests of the Commission and Airport Manager' s Report.
E. CHAIRMAN/COMMISSION COMMENTS: None.
F. ADJOURNMENT: Motion to adjourn, made by Commissioner Gourdeau, 2nd
by Commissioner Archer. Motion passed unanimously.
