Also Present: Thomas Scully, Anna Langstaff
Margaret Goodwin presided.
Tom Scully reported on his meeting with Supt. of Schools.
Trustees reviewed rough draft of long range plan.
Substitute "objectives" for "activities." Other minor changes were suggested. Tom Scully will
present a completed draft and/or a description of methodology at next full Board meeting.
There being no further business, the meeting was adjourned at 8:15 P.M.

Ad Hoc Committee on Rules
Board of Trustees - Beverly Public Library
March 24, 1998 6:00 P.M.
Present: Edward Brindle, Diane Costa, John Young.
Also Present: Thomas Scully, Anna Langstaff.
Diane Costa presided.
Completion of the new member handbook will for the most part bring the Library Board into
compliance with the Charter.
Issues/Questions:
1. Axe town and city interchangeable in MGL Chapter 78, section 11 and 127 Tom Scully will
clarify with City Solicitor.
2. Board needs to submit an annual report to the City Council.
3. Board of Trustees exists by the provisions of the Beverly Revised Ordinances, Chapter 11,
article 2, section 26-31.
Tom Scully suggested that an article on powers and duties be added to the by-laws/rules. See
ordinances Chapter 11, section 26 and Chapter 11, section 29.
Tom Scully suggested that changes to by-laws/rules be sent to the City Solicitor.
