Diane Costa presided.
Kay Fanning made the motion, seconded by John Young, to accept the minutes of January 22, 1996
as read. Motion passed.
Election of Officers
Nell Olson made the motion, seconded by Kay Fanning, to:
have the Secretary cast one vote in the affirmative for the officers as they exist. Motion
passed.
Committee Reports
Personnel: Neil Olson distributed a proposed job evaluation form. This issue will be discussed at the
Personnel Committee meeting on Wednesday, March 13, 1996 at 6 P.M.
Administration: No report.
Finance: Tom Scully reported that the budget was submitted to the city's finance department. No
word yet from the Mayor.
Long Range Planning: Tom Scully reported on the progress of the long range plan. A survey will be
mailed to 1200 random Beverly residents. Kevin O~Reilly developed a questionnaire for teachers. Tom
Scully and Margaret Goodwin will discuss doing a survey of the business community. A telephone
survey will not be done.
Report of the Library Director
1) Arbitration: Arbitrator awarded $120,000 in damages to T.L.T. -- only 25% of what T.L.T. asked
for. Tom Scully and the City Solicitor will meet with the Mayor. Tom Scully is eager to resolve the
case so that a final audit can be completed and the state can release the final $200,000 owed the city.
2) Bequest: The library received a bequest from the estate of Clarice G. Rogers, a former client of
C. Henry Glovsky, for $47,000 (letter on file with these minutes). Tom Scully would like to spend
some of the money for study cartels and paperback racks. One of the fiction rooms will be named in
memory of Mrs. Rogers. Ned Olson made the motion, seconded by Kay Fanning to:
1. accept the bequest ofClarice G. Rogers; 2. allow the Director to memorialize Mrs. Rogers
in an appropriate manner; 3. allow the Director to determine the dispersemerit of the funds
based on the immediate equipment and furnishing needs. Motion passed.
The library has still not heard from the Arizona bequest. 3 ) Friends of the Library: The Friends voted
to start the chair fund raising campaign with a $5,000 donation. The Friends will furnish an alcove
in memory of Mr. and Mrs. Mayo. Friends paid for half of the cost for tables and chairs for the staff
room. The other half was donated by the husband of Pare Bureh, a part-time employee in the
reference department. Lyrme Francis Lurm, Friends Executive Board member and Development
Director of the Peabody/Essex Museum, will donate one copy of all in-print Peabody/Essex Museum
publications. 4) High School Poetry Contest: Date: Monday, April 22, 1996. John Young will be a
judge. The library will publish the poems. 5) Farms Friends: New Executive Board is eager to take
on major fund raising to start doing repairs on the Farms Library. House Tour will not take place this
year. 6) Book Sale: Date: Saturday, May 4, 1996. 7) Friends Annual Meeting: Date: Wednesday,
April 24, 1996. Mike Gasale will do a lecture/slide show on the history of Beverly. 8) Chamber Music
Concert: Friends of the Library will sponsor a one-time chamber music concert in the fall.
Communications
1 ) Letter was sent to Mayor Scanion requesting salary increases for Tom Scully and Anna Lanstaff
(on file with these minutes). 2) Letter was sent to the Beverly Citizen thanking them for their
contribution of $16,000 to the library.
Unfinished Business
1) Fund Raising: John Young reported on his fund raising campaign progress. The fund raising
campaign is called Seats of Learning. Beverly Citizen will provide free advertising space and insert
the library's direct mail piece into the paper. John has lined up a designer, photographer, and writer
who are all donating their time. Mock-up of a chair will be on display in the library. Still trying to
make contact with John Updike and Ben Bradlee. John Young showed examples of rough copy for
direct mail and advertising. John has also been in contact with Continental Cablevision. Continental
is doing a telethon for literacy on April 27. All money raised from Beverly residents will go to the
Seats of Learning campaign. Tentative campaign kickoff date is the end of April.
New Business
1 ) Neil Olson asked about Noble internet capability and legal issues. Tom Scully explained that Noble
is still two years away from full graphic internet capability. There was a discussion of pornography,
censorship, and technology.
The next meeting of the Board will be Tuesday, March 26, 1996 at 7:00 P.M. at the Main Library.
There being no further business, the meeting was adjourned at 8:20 P.M.

Dear Sir/Madam:
I believe you are familiar with Paragraph G of Article Seventh of the Will of Clarice G.
Rogers, late of Beverly, which provided for a bequest of 6.5% of the residue to the Beverly Public
Library. The enclosed check in the amount of $47,125.00 represents a partial distribution of that
bequest. We anticipate delivering the balance to you upon our receipt of tax releases and other
approvals in the near future.
If you have any questions in this regard, please do not hesitate to ask them.
I trust that an appropriate remembrance of Mrs. Rogers' comribution will be provided.

Glovsky, Executor under the Will of Clarice G. Rogers, late of Beverly Massachusetts, of the sum
of Forty-Seven Thousand One Hundred Twenty-five ($47,125.00) Dollars, representing partial
distribution of the share distributable to the undersigned as a beneficiary of said Estate.
The foregoing sum of money is distributed and received on the condition, and the undersigned
hereby agrees, to the extent thereof, to exonerate and reimburse C. Henry Glovsky, as Executor as
aforesaid, and his successors in office, for and in respect of any claim concerning the propriety or
amount of said distribution, and for and in respect of all claims, expenses and taxes (with interest and
penalties thereon) on account of which the said Executor or his successors would have been entitled
to make payment from the said sum of money if it had remained undistributed in his hands.

Dear Mayor ScanIon,
We, the Trustees of the Beverly Public Library, offer the following annotation to the Fiscal
1997 budget approve~l by the Board at their me~ting of January 22, 1996.
The budget, once again, does not include salary increases for either the Library Director or the
Assistant Director. We are very concerned that these salaries continue to fall further behind area
averages for these positions. Tom Scully and Anna Langstaff could not be replaced for their om'ent
salaries. Moreover, we are indeed fortunate to have these two knowledgeable and" dedicated
individuals working for the City.
The Board requests that you consider allocating any available funds to increase these salaries to be
comparable to those indicated on the enclosed sheet. We understand that management evaluation is
a concern. Please note that Tom's and Anna's contracts provide for annual evaluation by the Board.
