BHMA Minutes September 16, 2020 Harbor Management Authority Minutes of September 16, 2020 Meeting CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: September 16, 2020 Location:Virtual via Google Meet Members Present:Chair Paul Earl, Todd Callaghan, Larry Herman, Don Neuman, George Simon, David Suminsby Members Absent:Vice Chair Emily Flaherty, Estelle Rand, Todd Rotondo Others Present:Sean Ciancarelli (Marina Manager) Recorder:Brett Bauer Earl calls the meeting to order at 7:00 pm and roll call is taken. Approval of Minutes Neuman motions to approve the August 19, 2020 minutes. Seconded by Herman. The motion is approved by roll call, 6-0. Financials Report Earl reports that the updates he received from Ayles as of the end of August show $34-35k has been collected from commercial marina customers. Ciancarelli is following up with those that still have payments remaining. An additional slip on the commercial side became available because it is no longer being used by the Harbormaster for transient boats. Ciancarelli has already filled the additional commercial slip. Kayak/SUP Racks Earl reports that the Harbormaster’s office has provided all records for managing the kayak racks and the operations will be transferred to the Engineering department. An updated contract will be circulated to HMA members that includes language about appropriate storage. Neuman asks about the rack at Lynch Park of which the ownership is uncertain and if the ownership could be determined. He notes that the rack looks similar to the one at Sandy Point that the HMA had constructed many years ago. Neuman wonders if the HMA could start managing this additional, older rack at Lynch Park. Callaghan asks about the status of the rack at the approach to Rice Beach and notes that it also has a similar construction. Earl responds that his understanding is that there is a long-standing agreement about the rack at Lynch Park. Simon asks if there is more demand for rack space. Earl responds that of the 84 spaces available, 65 have been paid for, but they could definitely consider adding more. Signage Replacement Earl reports that the correct contract has been signed but a site visit is still needed to confirm the precise location of each pole/sign. He hopes the signs will be installed by the next meeting. Earl adds that they can make an announcement in the Patch about the kayak racks and the new signs to highlight achievements of the HMA. | Page Harbor Management Authority Minutes of September 16, 2020 Meeting Bass River Debris Clean Up Earl reports that George Borlyan was contacted to assist, but he was not interested. Tom Baker, the mooring guy for Jubilee Yacht Club, is another option. Flaherty has a meeting scheduled with Peter Clement, the mooring guy for Danvers. Earl asks for any other names or suggestions be forwarded to Flaherty. Bass River CAD Cell Neuman reports that he spoke with Callaghan and Boeri from Coastal Zone Management (CZM). He received two names to contact for engineering. Neuman reached out to the Seaport Economic Council to inquire about grants. He will wait to hear more about the funding options before approaching the Mayor first, and then contacting engineering firms. Birarelli - Public Access Neuman notes that there are two main issues to work through. The first is ownership of the fencing, and the second is the change in grade that is not ADA accessible. He is working with Kevin Corrigan from the City Solicitor’s office on this. They walked the property and Corridan said that either the HMA or the City Solicitor’s office could start the conversation with Birarelli. Herman offers to help in the conversation with Birarelli. Neuman will reach out first. Commercial Area Grant - Hoist Ciancarelli reports that the borings occurred a couple weeks ago, and he has a phone call scheduled tomorrow to learn about the results. Neuman adds that in response to the question about the Chapter 91 permit and requirements, DEP will need to see the final plans for the work. Neuman adds that there is some question about the structural integrity of the seawall that will also be discussed on the call. Public Pier Planks Replacement - Grant Available? Earl asks if they want to look at the same grant that they used last time from the Department of Marine Fisheries to replace some planks. It was suggested to him that they might want to apply every other year for this grant. He notes that DPW can do the installation as the city’s contribution required for the grant. This way they could continue replacing rotting planks every other year. Pier Appendage and Fishing Float Neuman notes that perhaps the way to move forward is to explore whether they want to host a business such as the Baker Island transport business. Suminsby asks how this would impact parking. Earl feels that these issues should all be part of the conversation in the working group that is discussing the transient float business. Glover Wharf Trash | Page Harbor Management Authority Minutes of September 16, 2020 Meeting Earl has no updates to report but hopes the trash will be less of an issue as winter approaches. He acknowledges that this is not high on the city’s priority list, but notes that they are exploring some gray areas to the carry-in/carry-out policy. Glover Wharf - Business on transient float and related parking Earl notes that if a working group of maybe three people can start discussing this in October, they could have a recommendation to the HMA in April, but he will allow the group to determine how much time they need. Earl can provide ordinance information as a starting point for the conversation. Herman, Simon and Neuman volunteer. Neuman asks if Earl will participate because of his business experience. He is willing to attend and contribute, but he would like the three others to take the lead for the working group. Earl adds that they might also consult with the Boathouse Restaurant developer, Marty Bloom. Obear Park Coastal Resiliency Grant Earl reports that Hutchins, from the Planning Department, has submitted the grant, but they have not heard back about the outcome. Facilities Report Ciancarelli reports that five of the marina pedestals lights have burnt out, but he learned that LEDs are available for replacement at $100 per light. He asks if they want to replace just the lights that are burnt out or if they want to replace all at once. There are about 20 lights total. Suminsby notes that they had issues in the past with marina tenants disabling the lights and that they may not actually be burnt out. The group discussed what color hues are available for the lights. Earl adds that the cleaning schedule will back-off to two days per week starting in November. Boathouse Restaurant Neuman reports that the opposition to this project is expected to protest the water quality report as part of the Chapter 91 license. He adds that Bloom has asked the DEP to issue the license conditionally on the water quality report getting worked out. Neuman will check with Wynn on the status. Adjournment There being no further business before the Harbor Management Authority this evening, Neuman makes a motion to adjourn. Herman seconds. Motion to adjourn approved by roll call (6-0).
