DRB Minutes 10.01.2020 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: Design Review Board DATE: October 1, 2020 LOCATION: Virtual Meeting MEMBERS PRESENT: Sandra Cook (Chair), Joel Margolis (Vice Chair), Ellen Flannery, Emily Hutchings, Caroline Baird Mason, Rachel Poor, Matthew Ulrich MEMBERS ABSENT: RECORDER: Sharlyne Woodbury Chair Cook calls the meeting to order at 6:30 p.m. Cook describes how, due to the Coronavirus outbreak Governor Baker has issued a state mandated order to suspend all public meetings and gatherings, and has permitted virtual meetings with certain requirements for live video feed and chat. Hutchings describes how the meeting will be recorded by the City of Beverly. Cook describes how the meeting will progress, and states procedures for voting and for public comment. Cook takes roll of meeting attendees, and confirms the attendance of Board members, Staff, and applicants. Signs 1. 11 Enon Street T-Mobile Mark Conserva from Metro Sign & Awning introduces himself as representing the applicant. Conserva states the sign will replace an existing sign, the same in placement and dimensions. Conserva explains that T-Mobile merged with Sprint, necessitating the updated sign. The Board agrees the sign is appropriate to the area. There being no further comments or questions regarding the matter: Flannery: Motions to approve the sign as presented. Margolis seconds. The motion carries 7-0. 2. 78 Lothrop Street Girdler House Hutchings states that the applicant has withdrawn this application, and will be instead applying for a temporary sign permit. 2. 265 Cabot Street Soundtrack Records Applicant George Andrinopoulos introduces himself and explains his sign design. He explains he is working with Steez Design from Beverly to create the sign. Adrinopoulos states he is seeking a vintage design and would like to the sign flush to the wall and be constructed of wood. He explains the brackets attaching the sign to the wall will be hidden on the back side of the sign. Margolis asks about the light on the front of the store, and whether it will shine on the sign. Andrinopoulos states that the light will be the only method of illuminating the sign. Hutchings informs the applicant of the window signs and procedures should he decide to utilize the space at a later date. The motion carries 7-0. 3. New/Other Business a.Draft meeting minutes Mason: Motions to approve September 3, 2020 minutes as presented. Flannery seconds. The motion carries 7-0. b.Other Mason states she would like to discuss the new sign ordinance when possible and suggests obtaining ordinance examples of surrounding municipalities to model from. Hutchings states she has already completed preliminary research and discusses some areas of interest of surrounding communities and their sign ordinances. Mason notes that Portland, ME has an ordinance that could provide guidance. 4. Adjourn: Cook: Motions to adjourn. Flannery seconds. The motion carries 7-0. Meeting adjourned 6:53 pm.
