2-20-2020 meeting minutes- �n'k . 1, R Board: Board of Health Subcommittee: Date: February 20, 2020 City of Beverly, Massachusetts Public Meeting Minutes Place: Beverly Council on Aging, Arts & Crafts Room Board members present: William J. Alpine Jr. Esq., and Susan Higgins, PE Board Members Absent: Frank S. Carbone Jr. MD Others present: William Burke, Director of Public Health Recorder: Kathleen McCullough William Alpine called the meeting to order at 6:00 P.M. The minutes of the December 19, 2019 meeting were approved and accepted as mailed. The meeting scheduled for January 16, 2020 was cancelled. Toni Canille of E.P. Management, Tuck Point Condominuims, has applied for a lifeguard waiver for the pool. Coastal Pools checks the water once a week and it is also tested four times per day. There is a locked gate with an attendant from noon until six every day. Ms. Higgins motioned to approve the lifeguard waiver for Tucks Point, Mr. Alpine seconded the motion. On January 9 the Health Department participated in an EID — Emerging Infectious Disease - Table Top exercise. Beverly had a team consisting of Fire, Police, Public Services, and Emergency Management/ Mass Task Force. The scenerio was called "The Unfan Run ". The exercise focused on an Emerging Infectious Disease health emergency requiring the Municipality to open an EDS within the community. It was designed to be a thought - provoking exchange of ideas to help develop and /or expand existing policies and procedures where deemed necessary. Mr. Burke has reviewed the 2020 Best Management Plan for Beverly Mosquito Control. There is potential for barrier spraying of athletic fields and parks. The barrier spray is effective for 90 days and the targeted time would be in July before school starts in the fall. Residents still may be put on a "no spray" list. A $100 fine was sent to Schooner Hannah, 52 Cabot St. They were found to be in violation of selling tobacco products to a minor on November 18. On December 31 Crossing Corner Market was found to be in violation of selling to a minor. They also were sent a $100 fine and both were notified that a second violation within 36 months would result in a $2000 under the new state regulations. All tobacco establishments were sent a letter informing them of the new amended state tobacco regulations. Mr. Burke had a few updates for the Board. The Household Hazardous Waste Day is scheduled for April 25 at the Beverly High School. The 2020 contract with Clean Harbors is the same cost as last year. There will be a tire collection for mosquito control. The choke saver classes have been ongoing for food establishments. Bio Firms are getting inspected and permitted. More are scheduled for the coming months. Local Boards of Health are tasked with monitoring travelers from mainland China in accordance with Department of Public Health and Center for Disease Control guidelines. Asymptomatic travelers are to record their temperature two times per day for 14 days while under quarantine. They report any symptoms to the Public Health Nurse who will make a plan depending on any symptoms. They are not to report directly to any healthcare facility.
