Mann chairs and opens the meeting at 7:07 p.m. This is a virtually held meeting, in accordance
with the temporary changes to Open Meeting Law during the current State of Emergency
declared due to the national crisis of COVID-19.
2. Members of the public opportunity to address the Committee
There were no members of the public present to address the Committee.
3. Approval of Minutes
Alden -St. Pierre moves to accept June 3, 2020 meeting minutes as presented. Brewster seconds.
The motion carries 5 -0.
4. Principal Items of Business
a. Community Preservation Committee — Representative Report
The CPC representative is not present and there are no known updates to report.
b. Planning Board — Representative Report
Miller reports there are no updates at this time. The final Master Plan recommendations are still
delayed due to COVID-19.
c. Conservation Commission — Representative Report
i. Bass River — Moynihan Lumber
Pirrotta updates the Committee on the updated restoration plan reviewed by the Conservation
Commission and displays the plan as presented at the Conservation Commission's June 30, 2020
meeting. The Committee previously discussed the possibility of creating a temporary access
easement along the waterfront. Pirrotta notes that Moynihan Lumber representatives are aware of
the Committee's comment letter and the Conservation Commission's encouragement that an

easement be created, but have not made a commitment. The Conservation Commission approved
the restoration plan and Committee members discuss next steps for creating an easement.
ii. Dunham Road /Norwood Pond
Members review the plans submitted with the Notice of Intent for construction of a new
commercial building near Norwood Pond. Members discuss concern with overdevelopment in
the area and the proposed encroachment into the buffer to the pond and vernal pools. Members
note there is a Conservation Commission site walk scheduled for Saturday, July 11, 2020 and
some members plan to attend.
Miller moves to send a letter to the Conservation Commission expressing concern with the
development and objection to the proposed work. Alden -St. Pierre seconds. The motion carries
5 -0. Pirrotta will draft the letter and send to members for review.
d. Parcel Updates
i. Green Street Updates
27A - The meeting with the Mayor and the property owner was postponed and is still needing to
be rescheduled, with the date pending.
27X — The work to complete the trail head improvements including retaining wall and driveway
relocation are on the Department of Public Services' radar and Darlene continues to keep in
touch with DPS staff to get this completed. Denise Deschamps is also coordinating on this as
there are CPC funds for portions of the work.
ii. Cross section of Jewett Road and Bonad Road
Members discuss an encroachment issue brought to the Committee's attention regarding
dumping of holiday decorations near the City property line and a separate issue of landscaping
and machinery and materials storage encroaching on City property. Members discuss
implementing the encroachment policy guidance and involving the City Solicitor to contact the
property owner regarding the encroachment.
Miller moves to submit a letter regarding the encroachment to the City Solicitor. Brewster
seconds. The motion carries 5 -0.
5. Trail Subcommittee
a. Update & next steps
Members discuss posting signs within City open space properties regarding proper trail
maintenance and use. The Planning Department and Mayor's Office will need to review
proposed sign wording, prior to installation or distribution. Members also discussed using a
generic City email address for the public to address their questions or concerns, instead of
specific Planning Department staff.
6. Other Business & Updates
a. Master Plan Comments and Updates

There are no updates and finalization of the Master Plan is on hold until further notice.
b. Public Outreach
Alden -St. Pierre comments on the article in The Salem Evening News, "In Beverly, trail use
picks up, but trash is not" June 29, 2020, which he coordinated with newspaper staff to complete.
Members comment on each other's sharing of photographs and other information on OSRC
social media accounts.
c. Membership reappointments
Members review the upcoming membership reappointment for terms that would be expiring on
August 31, 2020. It is noted that McCrory's post as the OSRC representative on the CPC is
expiring on July 31, 2020. No other members volunteered to serve as the CPC representative and
members decided to wait and confirm with McCrory whether she is interested in continuing to
serve in that role prior to voting. Pirrotta will follow up with the Mayor's Office and City
Council on other reappointments.
d. Other
Miller provides an update on the Clean Energy Advisory Committee activities, including the
Green Municipal Aggregation (GMA) White Paper, detailing how the City chooses the energy
supplier and negotiates the amount of energy to be purchased from local renewable sources.
Miller explains "additionality" and the Class I Renewable Energy Credits (RECs) for City fiscal
entitlements.

None are discussed.

Brewster moves to adjourn meeting at 8:00 p.m. Miller seconds. The motion carries 5 -0.
