June 9 Meeting MinutesMEETING MINUTES Board: Golf and Tennis Commission Date: June 9,2020 Location: Virtual Google Meet Members Present: Chair William Lowd, Vice -Chair Martin Lawler,Arthur Athanas, Chad Crandall, Andrew Cooper Members Absent: Kevin Ascolillo Others Present: City of Beverly — David Gellineau, Bruce Doig, Sean Ciancarelli GFMI Staff — Steve Murphy, Chris Carter, Mike Lapierre, Recorder: Donna Musumeci Opening Remarks: Bill Lowd — Welcome all on Google Meet, Bill asked Donna to do a roll call. Kevin is not at the meeting; he is in the process of being re- appointed to the commission via City Council. The Open Meeting Law Training did not happen due to the shutdown; it will be rescheduled at some point, and we will be invited to attend. Martin Lawler: Motion to approve the minutes of March 10, 2020. Chad Crandell seconded. The motion carries (5 -0). Financial Update Report: Bill advised that the 2020 golf rates have been approved. Bill reviewed the BG &T Financial Balance Status handout. All open invoices have been paid. Activities with XGD, BSC, EKB ( maintenance yard drain), and EJ Paving (road) will be acted upon in the next fiscal year. Also included in the handout is the estimated FY21 budget. The same line items will be used for the budget as in the past. Bill will resend the budget when the budget is final. Bill also referenced the article in the paper referencing the $205,000 shortfall in revenue due to the coronavirus pandemic. Bill said Chris was correct in all reporting on the numbers. Bill advised that Bryant Ayles said we should be set to go for FY21 when it is approved by the city council CPC Round 5 Status — Update: OPM and Architect contracts are both still in review with the City Solicitor, nothing has gone forward due to the shutdown. Golf Course Review: XGD Systems — Arthur inquired if we had to get new quotes on the greens that have not been done; we approved $1OK for dirt for the trenches and work hole #2. There was $47K in total approved, and $37K was remaining for #4, #5, #6, and #17 after we did the first green. Steve Murphy advised that we should not want to do anything now, it is too hot, wait until the fall. Bill Lowd will work with Dave Gellineau to determine if new quotes are needed to cover the project. BSC Wetland Dave Gellineau is working contractor on the way it was quoted (needs prevailing wage rate). ADA Items: There were three items that needed to be completed by May, 2020, but then in March, everything shut down due to COVID -19. The MAAB project had been extended to this date. Sean gave an update: 1) the door in the entry hall needs to have an automatic button on each side, he is getting a quote, 2) there will be handicap accessibility in the men's locker room; suggesting to take out one of the three stalls to make a double with a handicap door, and 3) the hallway leading to the bar needs to be 32" versus 31 " wide now . Bill noted that there could be a $1000 fine for each day, each item, not completed. Item 1 requires a quote, and 2 and 3 would be done in- house. The veranda on the open end is collecting rain. We need further discuss options to fix this. GFMI: Chris advised on golf. Membership last year was at 249 including juniors. We are currently at 269 with juniors. Regarding tournaments, we cannot hold them until phase 3 or 4. Currently, we cannot have shot gun tournaments. Hoping to have boxed lunches and tournaments allowed by July. Rounds were down in March, and then we shut down. Now open, we had 3300 rounds in May, and are down 20%. We had zero percent revenue in April, but members are back. We are not getting any green fees, the bar is currently closed, and no functions are allowed. We expect more members and golf in June. Course conditions are excellent. The league is back but the new rules make it challenging. We are trying to get the 15- minute tee times down to 12. We are keeping 2 carts per group. The pro shop was closed in May but is now open. Only 2 people are allowed in the store at a time. We are putting tables out on the veranda at the clubhouse because no one is allowed into the clubhouse. Mike Lapierre advised that tennis is doing well. We have signed a good number of members for the summer. We are trying to reinstate some events in July /August that would have been done inside. Courts are in good condition and all are following the social distancing guidelines. Other Andy advised the side of the hill by hole #16 was cleared out and the area to the left of hole 17. Steve advised they will be working on the sand trap by the 16 hole and on the left side of the 6th green bunker. They will rebuild it, clear it and resod. Bill asked if GFMI was looking at the water pipes on the tennis courts. They have not been able to get to this, but Steve advised the courts are functioning well.
