March Meeting MinutesMEETING MINUTES Board: Golf and Tennis Commission Date: March 10, 2020 Location: Beverly Golf and Tennis Clubhouse, Fireplace Room Members Present: Chair William Lowd, Vice -Chair Martin Lawler, Arthur Athanas, Chad Crandall, Andrew Cooper Members Absent: Kevin Ascolillo Others Present: GFMI Staff — Steve Murphy, Chris Carter, City of Beverly — Sean Ciancarelli, Dave Dionne, Mike Lapierre Recorder: Donna Musumeci Opening Remarks: Bill Lowd - Congrats to GFMI on the contract, and Chris Carter for his help and persistence. Hello to Sean Ciancarelti in the city engineering department replacing Rob Dever who has gone to Marblehead. All are invited to Open Meeting Law Training; printed invitation is in the packet. Arthur Athanas: Motion to approve the minutes of January 14, 2020, Martin Lawler seconded. The motion carries (5 -0). Financial Update Report: We have a balance remaining in all the accounts through the end of June. Charges included Allstate Fire, Mayer Tree, One Way Painting for Veranda, last invoice for Mungeam for $750, all previously approved. Spent $4,300 for the new office buildout in the Maintenance Garage. The office buildout initial cost estimate approved for $3800. Required an additional $500 to complete enclosing the area.. Chad Crandell: Motion to approve the additional $500 for buildout completion Arthur Athanas seconded. The motion carries (5 -0). 2020 Golf rates were submitted and are in process for the Mayor's approval CPC Round 5 Status — Update: OPM selected CBRE/Heery. Architect selected is Spencer, Sullivan and Vogt. $500K in approved funding, $100K from commission account, and $400K from the CPC. In order to get a quote from both companies, a contract is needed to be sent to each company. A draft contract is in the Solicitors dept. for Spenser, the OPM is reviewing their draft, Both will need to be approved by the Mayor before being sent to the companies for quotes. Golf Course Review of Projects Bill asked the committee to pull together course improvements that could be added to the overall Golf Course Improvements moving forward. XGD Systems: Quote of $47K for all the greens. Steve Murphy advised we approved just under $1OK for dirt for the trenches, and work for one hole, #2. Steve Murphy said Hole #2 will be done before the third week in April (approved for the $1OK); the other holes included in the $47K are 4, 5, 6 and 17. Maintenance Yard: Chris Carter advised they have a new fleet of equipment coming in and having an auction to sell off the equipment. What's left will go to the dumpster. GFMI requests the draining done so paving can be done; it's been on hold for months and the equipment is getting banged up with potholes. Estimates are the road and parking areas are approximately 1500 sf, and the maintenance garage (the area that needs the drainage) is approximately 5000 sf. Company we are looking at is EJ Paving. GFMI will call them to get a quote. Andy asked who can we approach to get the drainage done so we can move forward. This was talked about when we were discussing the light project which still has no start date. Rob Dever was trying to get the drainage done in house which has gone on now for about 7 years to get this completed. Sean Ciancarelti will ask Mike Collins. If we can't get the maintenance area done with the drainage, maybe paving the road can be done. BSC Wetland Delineation: Dave Geltineau asked for the proposal of the BSC inclusive of both areas, and not splitting it up. Marty Lawler: Motion that the Commission approves up to $24,700 for wetland improvements of the 12 and 18 fairways, Andy Cooper seconded. The motion carries (5 -0). Nursery: Steve had advised he wanted to do a nursery green over, so he has this ready to go. Steve will put together what the project will be. MAAB Projects Report: ADA items still to be completed: Accessibility for: 1) handicap door, I st priority to do; 2) bottom of the stairs from the pub, the doorway is too small, and 3) the men's room needs H/C access.. Need to decide what to do by the next meeting. Course Opening: Chris Carter says the course expected to open on Friday, March 13 and for walking only. Carts could start up in several weeks. Pa New Maintenance Issues:There is an oil tank leak, it's slow but will require resolution at There is an oil tank leak at the pro shop. Can't be fixed. Sean has been advised. There is a problem with the dishwasher, a thermostat problem, GFMI is using the circuit breaker to keep it going. The hot water boost has a pump problem. There is also a sink in the kitchen that has a leak going down to the basement. These are all items that will be corrected when everything changes with the renovated facility, but in the meantime, there are some things we must address, or they will create a real problem. The upstairs kitchen has two giant refrigerators, one of which is broken and not repairable. We need a double door refrigerator and freezer. Chris also advised the club needs 3 or 4 new tables and 24 bar stools Chris submitted a memo inclusive of all the items with pricing. Marty Lawler: Motion to approve up to $6,390 for the four items listed on the memo dated 3/10/20; refrigerator, freezer, bar stools and table, Arthur Anastas seconded. The motion carries (5 -0). Chris advised of a Ken McKay who works with cemeteries for veterans and is looking for any golf carts we may donate. GFMI has a bunch of nonworking carts and will offer one to Ken, who will do his own maintenance on them. Tennis Courts: Mike advised on the re- surfacing of the courts. The lowest quote for the work is $18,450. There were 3 quotes. Arthur Anastas: Motion to approve the NE Tennis Court quote of $18,450 to resurface the courts, supply the materials and perform all labor, Marty Lawler seconded. The motion carries (5 -0). Water Pipes Proposal: The White Engineering Project Design was completed for $2,500. The actual quote for them to do the work is $115K. The design calls for an elaborate pipe system going in all directions. Steve Murphy advised we could do half of that and just replace the pipes where they are now. There was a concern that the system could go before then. Steve felt that it won't go. After the season, he could put the pipes in. We should try to do this; it is too much money to be done by White Engineering. Steve Murphy will look into this further.
