1999-03-24CITY OF BEVERLY MASSACHUSETTS PUBLIC MEETING MINUTES BOARD: Historic District Commission SUBCOMMITTEE: DATE: March 24, 1999 PLACE: Beverly Public Library BOARD MEMBERS PRESENT: William Finch,John Condon,John Frates BOARD MEMBERS ABSENT: Alan Syenki,William Lee,Larry Simpson OTHERS PRESENT: RECORDER: Florence Sagarino William Finch calls the meeting to order at 7:30 p.m ROBERT & AURIEL NELSON/12 DAVIS STREET/ CERTIFICATE OF APPROPRIATENESS Mr. Nelson explains to the members that the house is located on Davis Street next to the flag shop. He presents sketch drawings to the members explaining that he would like to place two dormers on the roof where there presently exists two windows. The dormers will be facing south. He states he has been before the Historic Society with his plan. He explains that this is a two family house that was built in 1719 and was half the size that it presently is. The house was expanded in 1810 and the only work done since then was to put aluminum siding and the windows. He points out that there are three skylights on the back side and that there will be two Anderson windows on the roof. Mr. Finch states that his understanding is that there were replacement windows and aluminum and then will be replaced with wood clapboards. Mr. Nelson explains that they wish to put back two windows and finish the addition which was once a barn, putting 6 over 6. He states that there are two A dormers facing south on the roof and 3 skylights facing north. Mr. Finch points out the detailing and would like Nelson to try to preserve this when removing the aluminum. He states that he has two concerns: 1) adding dormers and skylights and dressing up the "ell" which is visible from the street; 2) would like a detail of what will go back and the type of windows. He asks if he has any problems with the changes. He states that in replacing the windows - presently it is 1 over 1 windows. Mr. Frates questions whether this will be a two family home to which Mr. Nelson answers no. Mr. Frates states he has no problem, except perhaps the skylights, which could set a precedent for others. Mr. Nelson states that this will be a very low profile and needs them for light and will also serve as an emergency egress. He states that these will be the same color as the roof shingles which are light gray, heavy duty shingles. Mr. Finch states that he feels that they need a more detailed drawing showing what the dormers will be. He inquires when the applicant feels the work will be done. Mr. Nelson responds that completion will be this summer. Mr. Finch states he has no problems with the windows and also that cedar clapboards be 4 inches with the smooth side out. He also states that he prefers windows are wood Brosco with an historic sill and also would like to see details of the windows and front entrance. Mr. Finch asks if there are any questions. Hearing none, declares the hearing closed. Mr. Frates: Motion to request that the applicant be granted a Certificate of Appropriateness with the condition he send in more information. Motion carries. Meeting was adjourned at 8:30 p.m.
