2004-03-04BEVERLY HARBOR MANAGEMENT AUTHORITY March 4, 2004 Beverly City Hall PRESENT: J. Frates, D. Neuman, R. Costa, C. Raymond, G. Ward, and M. Troubetaris, and T. Bimer GUESTS: L. Bochynski, R. Maglio, and F. &. S. Kinzie J. Frates opened the meeting, and read a letter from the Mayor, and a letter of resignation from R. Badessa. A motion to accept the Minutes of the previous meeting was made by D. Neuman with a request to eliminate Focus Energies. R. Costa seconded the motion, and all approved with the change being made to the previous minutes. Public Input. F. Kinzie spoke of a letter sent to the BHMA. R. Costa asked J. Frates to read the letter. M. Troubetaris suggested talking to the City Solicitor re: the letter. J. Frates asked F. Kinzie if he would summarize the letter. After a summarization of the letter J. Frates thanked F. Kinzie. J. Frates said that there is news from DEM. $40,000.00 should be available for Borings in the river from the Bridge to Bass Haven. R. Costa asked about the Borings. It was explained that the river needs to be dredged. Borings need to be done before dredging. Committee Repons: L. Bochynski stated that the cleaning of the floats was complete. We are waiting for a written invoice. M. Troubetaris asked where the money from Algonquin went. D. Neuman asked the Councilors to look into this. R. Costa stated that he would put in an order to see where the $200,000.00 is plus the $25,000.00. D. Neuman would like to know where we stand on the Budget. G. Ward made a motion to send a letter supporting Congress St. Ct. reclamation. R. Costa seconded. All in favor. New Business. C.Raymond stated that shrinking the chnnnel makes it more congested and more unsafe. The Kindles spoke in regards to parking, that the National average is 1 car space for every 2 boats. J. Frates made a motion to send the letter to a sub committee to study. G. Ward seconded this. All approved. G. Ward stated that we should have the City Planner and a member of the BHMA meet with Mass Electric. $. Frates stated that we would go into executive session to discuss Port Marina.
