2003-05-04BEVERLY HARBOR MANAGEMENT AUTHORITY May 4, 2003 Beverly City Hall PRESENT: R. Badessa, G. Ward, C. Raymond, J. Frates, S. Menezes, D. Neuman, A. Wheelock and S.M. Seamans GUESTS: D. Hurlburt J. Frates opened the meeting and held up Salem News article on Adam Seamans' solo sailing. D. Neuman began with an explanation about permit fees because of G. Ward's question in last month's minutes. We shall ask Peter Gilmore if BHMA can charge the higher fees. Peter walked in at that moment and said to contact him. T. Cassidy sent a letter with concerns. However, McDonald's building can be taken down and what is being proposed will conform to site restrictions. R. Badessa moved minutes. Neuman seconded. RFP: Neuman talked about the two proposals for the waterfront. Each proposal had areas that needed clarifications. Mayor will negotiate most acceptable proposal Hawthorne proposal will pay the city $15,000 a year for a 100 lease. The Mississippi ship proposal will generate $100,000 in excise taxes for the city. The ship is 260 feet by 60 feet wide. D. Hurlburt said the Mayor would make a decision in a couple of weeks. J. Frates said we have forwarded questions re parking and liquor license, etc to Mayor. J. Frates had the proposals if anyone wanted to look at them. Mural: D. Hurlburt has been working with Bill Finch of Historic Commission- J. Frates said we are going to save the mural. Cummings Walk: J. Frates went to see Mr. McSweeney of Cummings Property. They do not want the City to use heavy equipment once the parking area is finished so please, the City must get the walkway finished now. D. Hurlburt has been calling M. Collins every day. Public Access & Licenses: D. Neuman: things are creeping along. Public Pier: S.M. Seamans sent J. Provencal an update. D. Neuman asked S.M. to call Jill and have her write BHM a letter. Floats: G. Ward and D. Neuman discussed floats in the channel. Budget: J. Frates said he would meet with Mayor on Monday re BHM Operations Budget and other budget items, i.e. Waterways Improvement Fund and Enterprise Fund. Bridge Mitigation: D. Neuman and G. Ward asked about parking area under bridge. Pipe Drilling: R. Badessa spoke about how the Pipeline drilling is going on now from Lobster Rocks to Lynch Park. We have lost 200 moorings. Bass River: D. Neuman said State should be doing some test borings in the Bass River. He asked SM to do some phone calls. S. Menezes asked about having the HMA have a walk along the Bass River. Harbor Plan was supposed to be centerpiece of Master Plan. D. Neuman said Cecil Group never finished their job. C. Raymond said the public has right to water's edge. Harbor Plan says along water's edge. Open Space Committee just says access. R. Badessa showed Points East magazine, which had Beverly as this month's Mystery Harbor.
