J. Frates opened the meeting. J. Frates expressed regret that E. Twiss's son, Michael, was
in the hospital with two broken hips and Eileen could not be with us.
G. Ward asked about the Waterfront Improvement Fund. How much is in it and what
will happen to the money? J. Murray said there was a public hearing scheduled to talk
about it. Enterprise Fund money comes from slip fees. That money is O.K. said R.
Badessa Mooring Fees go to the Harbormaster (General Fund). Subcommittee with G.
Ward on it has been formed to look over money matters.
R. Badessa asked about the people who have boats and who will be displaced by the
work of the Pipeline Company. J. Frates said there is some pressure for us to take some
of these people. Pipeline Company has some obligation to take care of these people. S.
Menezes showed a map of the 5 spots off of Salem where the 165 Jubilee and 30 Salem
Willows boats will be moored.
J. Frates spoke about the two proposals for the Watefront that came in to the City. 5
people will review the proposals: T. Durkin, F. Killilea, J. Frates, D. Newman, D.
Hurlburt. On Tuesday, April 8 they will meet and look at the financial packages of both
proposals.
R. Badessa gave a copy of the latest financials of BHMA.
S.M. Seamans asked about fenderlng the public pier. The Pipeline will still be working
in Beverly's waters until September. BHMA is taking no action now about the public
pier and the fendering. Something will be done before the pipeline leaves the area. We
shall work with them. S.M. Seamans will keep J. Provencal at DEP abreast of the
situation. G. Ward asked about Federal Channel. J. Murray asked about the mural. J.
Frates said we are going to save the mural. There was a newspaper article about the
painters, father and son, who painted the mural.
G. Ward asked why has the city lost the 10A permit fees? He spoke about the court order
in 1992 which ordered all boats moored in the federal channel to get out. J. Frates spoke
about the civil suit that is progressing and that there will be another hearing in December.
C. Raymond asked that M. O'Brien's name be added to Guests Present on March 13
minutes. Motion to accept the minutes with one change, add M. O'Brien So moved. R
Badessa seconded, G. Ward.
J. Frates said Facilities Subcommittee will have a meeting April 10 at 7 p.m. at the white
building. Subcommittee will work on "Wet Storage" fees and other items.
S. M. Seamans moved to adjourn, R. Badessa seconded. All approved
