2003-03-13BEVERLY HARBOR MANAGEMENT AUTHORITY March 13, 2003 Beverly City Hall PRESENT: R. Badessa, M. Troubetaris, G. Ward, C. Raymond, S.M. Seamans, J. Frates, A. Wheelock, S. Menezes GUESTS: Bochynski Planning Director, D. Hurlburt; R. Oosterhoek, M. O'Brien, and L. Bochynski J. Frates opened the meeting. A Motion to accept the Minutes of the previous meeting was made by M. Troubetaris, and seconded by R. Badessa. All approved. There was a Facilities Meeting held and they discussed the rates at both Marinas. It was suggested that there be a 5% increase and round to the next dollar. R. Badessa made a Motion to increase 5% across the board and increase to the next dollar. G. Ward seconded, and all 6 approved. S. M. Seamans has done a heroic job for fendering for the pier. She has been in touch with J. Provencal about better fendering. The reason to put speed on this is because Algonquin is using it. They promised the City they would leave the fendering. They will be leaving this summer. We have permission to have rendering system in front of the pier. She has been in touch with G. Whitney and many others. We CAN fender the pier. Algonquin may be here for the summer. M. Troubetaris made a motion to amend the rate increase to include the Dinghy Rack and In-water rates, excluding transient fees. R. Badessa seconded. All in favor. The RFP is due to be opened on the 20th - had a site visit - two people are interested. One from the South Shore and one from Salem. Several appraisers have looked at the mural on the wall of the McDonald's building. There is no firm figure on the worth. The consensus is to save it. It needs to be removed. W. Finch has some people who will look into removing it. A. Wheelock made a motion to keep the mural from the former McDonald's to be used for the public. R. Badessa seconded. All in favor. There was a meeting on Public Access at Port Marina. There is quite a ways to go, but at least there is discussion. S.M. Seamans asked L. Bochynski about float replacement. He stated he is working with Mr. Bradley now for an RFP. They will try to have in sections. G. Ward asked if a letter has been sent to the Mayor supporting R. Costa on the 25' strip of land off of Congress Street. G. Ward made a motion to adjourn. Seconded by R. Badessa. All approved. Respectfully submitted, Eileen Twiss
