J. Frates opened the meeting and asked for a moment of silence for the Heroes of the
Columbia.
J. Frates introduced Councilor Costa, who spoke of Congress Street Court. He explained
that this 25' roadway was given to Metal Hydrides for security reasons in 1953. It was
actually transferred. It was 25' wide and ran to the water. He would like to see it returned
to the City. He stated that there are no hot spots in the area of the Court. It could be
preserved as green space and have shrubs and flowers.
Councilor asked the BHMA to send a letter to the Mayor requesting that the City get this
property returned to the City. If it is not returned, if the City could take it by eminent
domain. J. Frates stated that the BHMA would be happy to send a letter.
R Desmond came to the meeting to see if some dredging could be done in the Bass
River. He says that the Federal Government has money. D. Neuman told that there were
to be samples taken. Mike Driscoll is the person to speak to. He can't seem to reach
him. This is an open topic that needs some chasing.
R Oosthoek stated that Boston Gas & Mass Electric would pay their share if someone
else initiates the dredging.
D. Neuman spoke of the RFP for McDonald's building and stated that we have a plan.
Knock down the building and create a park. We would ask if anyone would like to build
for a long-term lease. The Mayor wants to go ahead with the RFP.
M. Troubetaris questions a water park and the care of it.
D. Neuman says very little upkeep. The project is complicated by the mural on the wall.
D. Neuman spoke of the adjudicatory hearing with Port Marina. March 5 in front of a
Judge. The Harbormaster has not issued 10A Permits.
D. Neuman spoke with the State regarding money. They said to wait for 10,000 at the
end of the fiscal year, and 40,000 in the next fiscal year.

2. Parking Under Bridge (Easement)
3. Sediment Basin
D. Neuman stated that we need to check into a walkway on Green's Hill.
G. Ward asked about the Federal Channel D. Neuman told how he tried to find out how
wide it should be.
Some of the $200,000 from Duke Energy is to come to the BHMA.
M. Troubetaris asked if our State Representative could come to a meeting.
L. Bochynski says we may need permits for pilings. We need application in. S.M.
Seamans will look into paper work for license.
L. Bochynski wants an RFP for Floats. Glover Wharf was purchased in 1996, and some
of the floats were 20 years old at that time. He feels that it could cost between $125,000
and $150,000.
Facilities Committee will get together next Thursday @ 7:30.
J. Frates says that a member is needed to attend the Open Space Meetings.
C. Raymond made a motion to adjourn. It was seconded by S.M. Seamans. Approved by
all.
