2003-11-06BEVERLY HARBOR MANAGEMENT AUTHORITY November 6, 2003 Beverly Public Library PRESENT: D. Neuman, M. Troubetaris, J. Frates, A. Wheelock, S. M. Seamans, S. Manezes, G. Ward, T. Birner, & C. Raymond. GUESTS: L. Bochynski, R. Oosterhoek, & R. Maglio J.. Frates opened the meeting and congratulated M. Troubetaris on her re-election as Councilor for Ward 1. He also congratulated R. Maglio for a race well run for Ward II. Public Input: None A Motion to accept the Minutes of the previous meeting was made by M. Troubetaris, seconded by S. M. Seamans. All accepted. Committees: S. Menezes stated that he met with a member of the Commission on Disabilities regarding the fencing at the Cummings property at the McKeown School. He received a letter that states that anything put in there needs to he accessible. We need to continue working to make walkway wider and paved with some kind of safety fence. D. Neuman received a note from G. Whitney, stating that Bass Haven has removed signs. S. Manezes and S. M. Seamans will check Bass Haven, we could send a letter. D. Neuman - Seaport Bond Money. R. Armstrong says that this is still an approved project, but that there is no money. Maybe January. D. Neuman spoke of Port Marina. There are two court actions scheduled. Public Access is one issue--the other thing is no license. Their application for a 10A permit from the Harbormaster was denied. DEP ruled against the Kinzies. Superior Court ruled they are not entitled to 10A, and that the Harbormaster was correct. P. Gilmore says if the BHMA asks him he will pursue. D. Neuman made a motion to ask P. Gilmore to pursue enforcement actions related to Kinzies lack of 10A permits to include judicial and USACE actions. This was seconded by S. Menezes. All approved. The Floatel - Public Hearing. The people of Ward II had the most concerns. A lot of people thought it was not pleasing. Subsequently the Mayor is still working on this. The Mayor has been asked if there should he a lease signed to make sure it is correct. D. Neuman provided a list of things that need to be in the lease. D. Neuman, S. M. Seamans and S. Menezes will go to Quincy to look at a Marina. D. Neuman spoke of the Comprehensive Zoning Committee. In their minutes they gave a description of a boat yard and a marina. There is a description on 310 CMR, D. Neuman will bring this description to their attention. December meeting will be at Jubilee Yacht Club at 7:00 p.m. for a short meeting, and a social afterwards.
