2001-10-04 BEVERLY HARBOR MANAGEMENT AUTHORITY MINUTES October 4, 2001 Beverly Public Library PRESENT: J. Frates. D. Neuman, A. Burns, M. Troubetaris, C. Raymond, A. Wheelock, J. Murray GUESTS: R. Austen from Bass River Yacht Club; T. Cassidy, City Planner; Representatives from the Cecil Group; V. McGlynn; S. Houseman; Chamber of Commerce; L. Bochynski, and other interested citizens. J. Frates opened the meeting by asking for a moment of silence in memory of those involved in the activities of September 11, 2001. Cecil Group will give a short presentation. They showed pictures and would like to know what kind of a commitment to dredging the City of Beverly would like to make. They told that there have been interesting developments in dredging. The sand can be removed from under the bottom and either placed on top of the bottom layer, or trucked offsite. S. Houseman stated that the Seaport Advisory Council has expressed support if the City is willing. D. Neuman responded that we have been working with Seaport for quite a while now. There was much discussion on a commitment. It was stated that we need a priority list. A. Wheelock would llke to see results of testing in the Bass River. It was reported that the Chamber of Commerce met with the Electric Company recently and that a report should be coming out soon. A Motion to accept the Minutes of the previous meeting was made by M. Troubetaris, seconded by C. Raymond. All in favor. D. Neuman stated that there is no State Budget yet so no monies are available from the Seaport Advisory Council. They agreed to fund another study. It will include the Pier, the White building, Public Access, and upgrading the floats. It will give us a cost. J. Frates asked all to think about a contract for the future of a cruise vessel at the pier. J. Frates stated that Public Access at the Cummings Center is progressing. D. Neuman stated that the City is obliged to do a rough grade from the Footbridge to Balch Street. If the City gets it ready, Cummings will pave and light it. C. Raymond asked about closing the end of Washington Street at 10:00 p.m. All said "NO". C. Raymond then made a motion to keep the streets open 24 hours. M. Troubetaris seconded, and all were in favor. We will send a copy to P. Guanci, and R. Costa. Rates for the winter slip rental will remain the same. L. Bochynski recommended that at the February meeting the group discuss the rates for next season. A Motion was made and seconded to adjourn the meeting. All agreed. Respectfully submitted, Eileen Twiss
