2001-09-06 BEVERLY HARBOR MANAGEMENT AUTHORITY MINUTES September 6, 2001 Beverly Public Library PRESENT: J. Frates, M. Troubetaris, A. Wheelock, D. Neuman, T. Birner, C. Raymond, J. Murray GUESTS: City planner, T. Cassidy; Representative of Cecil Group, & L. Bochynski Ken from Cecil Group stated that they are looking at how to approach the DPA. (Handout from Cecil Group attached). D. Neuman asked if the City has no desire for industrial development is there any reason to keep the DPA? He was answered "NO" D. Neuman feels that new zoning should be in place before the DPA is removed. Venixon Property: T. Cassidy stated that it is not attractive property for a marina. T. Birner stated that J. LaCombe was at the meeting and he asked if the slip waiting list could he made available at monthly meetings. It was stated that the Facilities Sub Committee should be overseeing the Facility. Cummings Walkway: The Conservation Commission has put a hold on this. There will be a meeting on Tuesday Morning. D. Neuman will try to attend. R. Blair: The boat is doing reasonably well. It is booked into October. The boat carried over 2000 passengers since 7/19. He has equipment at North Shore Marine - spuds will be in next week. R. Blair would like to know what is for next year. He is interested. J. Frates asked if toilet facilities are open at all times. R. Blair stated that a few have used it. L. Bochynski feels that the bathrooms should he open more. He also met with the Independent Living Center and the Beverly Commission on Disabilities. He stated that parking is not an issue yet. He also tried to light the area a little better. R. Blair would like to know about next year as soon as possible. He was asked what he would like. He stated that 1 year is a dis-incentive, multi year would he better. Port Marina update: D. Neuman stated that they are supposed to supply a plot plan. He checked with M. Handly. A letter was received asking for a 30-day extension. D. Neuman will ask M. Handly to send a letter back stating that they have already received extensions. C. Raymond made a motion that the BHMA re-affirm Public Access, which was voted on twice before for Lateral Access, as well as waterfront. J. Murray seconded. All in favor. D. Neurmn would like to get planning on walkway for Green's Hill. T. Cassidy stated that when the road is put in for the school, they should also design a walkway. A motion to adjourn was made by M.
