2001-02-17A SPECIAL MEETING February 17, 2001 Present: John Frates, Pat Allen, Tim Birner, Joanne Bolden, Don Neuman, Charles Raymond, Anthony Wheelock, and Alice Burns (acting Secretary). The outcome of the meeting at the Cummings Center concerning Public Access on the easterly side of the Lower Pond was unresolved. Those attending the meeting were members of the Cummings Center, Mr. Cummings, Mr. Overson and Mr. McSweeney, Tina Cassidy and Debra Hurlburt of the Planning Department and John Frates, Charles Raymond and Don Neuman of the B.H.M.A. We want a public walkway where cars are now being parked in lieu of a garage to be built. They say "Impossible" and made a counter offer of flnancial aid in another area of the city. We believe that we should maintain our request for public access according to Chapter 91. It was suggested that joint letters to the D.E.P. be written by the Conservation Commission, the Harbor Authority and the Planning Department favoring licensing their garage in return for recovering those spaces beside the Lower Pond. A motion was made by Don Neuman seconded by Charles Raymond...all were in favor except one member abstained. Other business: The Water Taxi Company has not submitted any information since the meeting. (It doesn't look good.) John Frates and Don Neuman met with Mayor Scanlon to discuss the waterfront Fort Point Plan and its option. We must reach a common goal before we go forward with our plans. Another meeting is scheduled for Thursday, February 22, 2001 @ 3:30 p.m. at City HalL Don Neuman mentioned that we will need money for engineering drawings. There was a brief discussion on the maximum number of slips (to increase revenue). Lou Bochynski has done a study of surrounding marinas and T. Birner commented on current rates. Pat Allen suggested that this matter be postponed until the monthly meeting with the full board. All agreed. At a recent meeting with Solicitor Marshall Handly, regarding the Port Marina, Mr. Handly felt that writing a letter of explanation to the Court was not necessary. Those present were John Frates, Charles Raymond, Jack Murray, Don Neuman, and Alice Burns. The court hearing is due in March. Alice Burns will be in touch with Ex. Director of the School for the Deaf to request a meeting concerning their property abutting the Marciano property on Elliott Street. Hopefully, we will have a date by our March meeting.
